CPT October/November 2019 Training Outline Training Objective: Conduct sustainment training for officers in preparation for October/November CPT which will include engagement scenarios that focus on response to active shooter incidents, shooting in subdued lighting, 'shoot/no-shoot' target engagement. Safety Procedures: No guns, ammunition, batons or OC spray will be allowed in the training area. A weapon/equipment inspected shall be conducted for all personnel at the commencement of training and upon returning from breaks and lunch (depart/entry into training area). Only approved department issued SIMMS kits/ weapons are to be in the training area. ***All personnel will leave their personal weapons in their vehicles to include magazines and knives. Equipment required: Officers will be expected to wear / carry equipment in accordance with their current assignment. -Flashlights (handgun lights are ok) -Riot helmets w/ facemasks -Radios -Duty belt -Gloves (optional) -Long sleeve shirt Location: Tentative Schedule (SIMMS Training) Time Event 0700 - 0745 Arrival/Set-Up 0800-0815 Welcome, OctNov2019CPT, Frank Rivas Personnel DT & Range Cadre Range Cadre (R. Cadre will evaluate firearms tactics and application of deadly force as appropriate. If any phase of the training were to be done in a less than serious, professional manner, it could result in a accident, which additionally could result in serious injury or death. The instructors as well as members of the class observing the following safety precautions can reduce the risk of this happening: INSTRUCTOR QUALIFICATIONS: Instructors shall have completed training in a POST Certified Firearms, Less-Lethal and SIMMS training for instructors. Only certified instructors shall lecture and lead the class through procedures and techniques. INSTRUCTOR TO STUDENT RATIO: Instructor to student ratio for the academic portion of this course will be 2:40. The ratio for any actual practical exercise training will be 4:2. Class size may vary, but the classes will generally not exceed 40 students. OFFICER SAFETY: One instructor will be designated as the Primary Range Instructor for each training class. All Instructors have the responsibility and authority to stop training if any safety hazards are observed. The course safety regulations and procedures will be read and explained to the class. All instructors will insure these regulations and procedures are adhered to. Violations of either regulation or procedure will be dealt with immediately by the observing instructor and/or brought to the attention of the Primary Range Instructor for possible further action. MEDICAL PROCEDURES: A first aid kit for treatment of minor injuries shall be immediately available. Any injury requiring further medical treatment shall be handled in compliance with departmental and City policy. In the event of a life-threatening emergency, one of the instructor staff will call 911 to summon EMS and also notify the department by calling Communications at (650) 903-6395. SUPERVISED ACTIVITIES ONLY: There will be no training conducted other than structured and supervised in accordance with the Training Schedule and Lesson Plan for the prescribed course.
