Published with permission by Milpitas Police DepartmentCrime Analysis - 488Crime Analysis 800.1 PURPOSE AND SCOPE Crime analysis should provide currently useful information to aid operational personnel in meeting their tactical crime control and prevention objectives by identifying and analyzing methods ofoperation of individual criminals, providing crime pattern recognition, and providing analysis of datafrom field interrogations and arrests. Crime analysis can be useful to the Department's long rangeplanning efforts by providing estimates of future crime trends and assisting in the identification ofenforcement priorities. 800.2 DATA SOURCES Crime analysis data is extracted from many sources including, but not limited to: • Crime reports• Field Interview cards• Parole and Probation records• Computer Aided Dispatch data• Statewide Integrated Traffic Reporting System (SWITRS) 800.3 CRIME ANALYSIS FACTORS The following minimum criteria should be used in collecting data for Crime Analysis: • Frequency by type of crime• Geographic factors• Temporal factors• Victim and target descriptors• Suspect descriptors• Suspect vehicle descriptors• Modus operandi factors• Physical evidence information 800.4 CRIME ANALYSIS DISSEMINATION For a crime analysis system to function effectively, information should be disseminated to the appropriate units or persons on a timely basis. Information that is relevant to the operational andtactical plans of specific line units should be sent directly to them. Information relevant to thedevelopment of the Department's strategic plans should be provided to the appropriate staff units.When information pertains to tactical and strategic plans, it should be provided to all affected units. Published with permission by Milpitas Police DepartmentProperty and Evidence - 489Property and Evidence 804.1 PURPOSE AND SCOPE This_policy provides for the proper collection, storage, and security of evidence and other property. Additionally, this policy provides for the protection of the chain of evidence and identifies thosepersons authorized to remove and/or destroy property. 804.2 DEFINITIONS Property - Includes all items of evidence, items taken for safekeeping and found property. Evidence - Includes items taken or recovered in the course of an investigation that may be used in the prosecution of a case. This includes photographs and latent fingerprints. Safekeeping - Includes the following types of property: • Property obtained by the Department for safekeeping such as a firearm • Personal property of an arrestee not taken as evidence • Property taken for safekeeping under the authority of law (e.g., Welfare and Institutions Code § 5150 (mentally ill persons)) Found property - Includes property found by an employee or citizen that has no apparent evidentiary value and where the owner cannot be readily identified or contacted. 804.3 PROPERTY HANDLING Any_employee who first comes into possession of any property shall retain such property in his/her possession until it is properly packaged and placed in the designated property locker or storageroom. Care shall be taken to maintain the chain of custody for all evidence. Where ownership can be established as to found property with no apparent evidentiary value, such property may be released to the owner without the need for booking. The Field PropertyReceipt must be completed to document the release of property not booked and the owner shallsign the form acknowledging receipt of the items. 804.3.1 PROPERTY BOOKING PROCEDURE All property must be booked prior to the employee going off-duty unless otherwise approved by a supervisor. Employees accepting property from citizens are required to issue the citizen a FieldProperty Receipt. Employees booking property shall observe the following guidelines: (a) Complete the data entry into the Bar-Coded Evidence Analysis Statistics and Tracking (B.E.A.S.T) software describing each item of property separately, listing all serialnumbers, owner's name, finder's name, and other identifying information or markings. (b) Mark each item of evidence with the booking employee's initials and the date booked using the appropriate method so as not to deface or damage the value of the property. Published with permission by Milpitas Police DepartmentProperty and Evidence - 490(c) Print an evidence/property tag and attach it to each package or envelope in which the property is stored. Sign and date each printed evidence/property tag on thedesignated line. (d) The original property report shall be submitted with the case report along with the original field receipt form. (e) When the property is too large to be placed in a locker, the item should be placed in the large evidence deposit area. Submit the completed property record into a numberedlocker indicating the location of the property. 804.3.2 NARCOTICS AND DANGEROUS DRUGS All narcotics and dangerous drugs shall be booked in separate packages. Paraphernalia as defined by Health & Safety Code § 11364 shall also be booked separately. 804.3.3 EXPLOSIVES Officers who encounter a suspected explosive device shall promptly notify their immediate supervisor or the Watch Commander. The bomb squad will be called to handle explosive-relatedincidents and will be responsible for the handling, storage, sampling
