Published with permission by Milpitas Police DepartmentOrganizational Structure and Responsibility - 19Organizational Structure and Responsibility 200.1 PURPOSE AND SCOPE The organizational structure of this department is designed to create an efficient means to accomplish our mission and goals and to provide for the best possible service to the public. 200.2 BUREAUS The Chief of Police is responsible for administering and managing the Milpitas Police Department. There are two bureaus in the Police Department as follows: • Support Services Bureau• Police Operations Bureau 200.2.1 SUPPORT SERVICES BUREAU The Support Services Bureau commanded by a Commander whose primary responsibility is to provide general management direction and control for the Support Services Bureau. The SupportServices Bureau consists of the Special Operations Division and Technical Services Division. Technical Services Division consists of Personnel and Training, Communications and Records. (a) Personnel and Training coordinates training for the Department and maintains personnel files. (b) Communications provides 24/7 communications services for Police, Fire and Public Works Departments. (c) Police Community Relations / Youth Services is responsible for providing the police crime prevention and education services to the community. Special Operations Division consists of Investigations and Police Community Relations Unit. (a) Investigations provides for all follow-up investigations of criminal cases referred from the Police Operations Bureau. This unit is also responsible for narcotic, gang, andprostitution investigations. (b) Records provides for the record keeping and processing function for the Department. (c) The Special Operations Division Commander oversees ongoing Internal Affairs investigations. 200.2.2 POLICE OPERATIONS BUREAU The Police Operations Bureau commanded by a Commander whose primary responsibility is to provide general management direction and control for that Division. The Police Operations Bureauconsists of the Field Services Division. Field Services Division consists of Patrol Services and Traffic Safety. Published with permission by Milpitas Police DepartmentOrganizational Structure and Responsibility - 20(a) Patrol Services consist of uniformed personnel whose primary duties and responsibilities includes, but is not limited to, the enforcement of state and federal lawsas well as appropriate municipal ordinances. (b) Traffic Safety consists of uniformed personnel whos primary duties and responsibilities includes, but is not limited to, traffic accident investigations, enforcement of traffic laws,and prepare and submit state mandated reports. 200.3 COMMAND PROTOCOL 200.3.1 SUCCESSION OF COMMAND The Chief of Police exercises command over all personnel in the Department. During planned absences the Chief of Police will designate a Division Commander to serve as the acting Chiefof Police. Except when designated as above, the order of command authority in the absence or unavailability of the Chief of Police is as follows: (a) Field Service Division Commander(b) Support Services Division Commander(c) Technical Services Division Commander(d) Watch Commander 200.3.2 UNITY OF COMMAND The principles of unity of command ensure efficient supervision and control within the Department. Generally, each employee shall be accountable to one supervisor at any time for a givenassignment or responsibility. Except where specifically delegated authority may exist by policy orspecial assignment (e.g., K-9, SWAT), any supervisor may temporarily direct any subordinate ifan operational necessity exists. 200.3.3 ORDERS Members shall respond to and make a good faith and reasonable effort to comply with the lawful order of superior officers and other proper authority. Published with permission by Milpitas Police DepartmentDepartmental Directive - 21Departmental Directive 204.1 PURPOSE AND SCOPE Departmental Directives establish an interdepartmental communication that may be used by the Chief of Police to make immediate changes topolicy and procedure consistent with thecurrent Memorandum of Understanding and as permitted by Government Code § 3500 et seq. Departmental Directives will immediately modify or change and supersede sections of this manualto which they pertain. 204.1.1 DEPARTMENTAL DIRECTIVE PROTOCOL Departmental Directives will be incorporated into the manual as required upon approval of the Chief of Police. Departmental Directives will modify existing policies or create a new policy asappropriate and will be rescinded upon incorporation into the manual. All existing Departmental Directives have now been incorporated in the updated Policy Manual as of the below revision date. Any Departmental Directives issued after publication of the manual shall be numbered consecutively starting with the last two digits of the year, followed by the number "01" For example,08-01 signifies the first Departmental Directive for the year 2008. 204.2 RESPONSIBILITIES 204.2.1 STAFF The Command Staff shall review and forward revisions of the Policy Manual to the Chief of Police for approval, which will incorporate changes originally made by a Departmental Directive. 204.2.2 CHIEF OF POLICE The Chief of Police shall issue all Departmental Directives. 204.3 ACCEPTANCE OF DEPARTMENTAL DIRECTIVES All employees are required to
