c. Gather and review trends, information and data from other intelligence sources. d. Identify associates, vehicles, methods of operation and other potential information. e. Confirm target location. (CFA 15.11M) (D) 5. Making contact with the suspect(s). (CFA 15.11M) (E) a. When making contact with a suspect in an official police capacity, officers shall ensure they are clearly identifiable as police officers to the suspect, general public, and to other officers. 6. Notifying the patrol supervisor responsible for the target area in the City or out of the City, as applicable. (CFA 15.11M) (C) a. Generally, notification to a patrol supervisor should be made to ensure an adequate uniformed response is available, aware and present. b. The patrol supervisor will monitor the normal radio frequency for calls from the general public regarding the operation participants, i.e., suspicious vehicles, etc. 7. Notifying the Communications Unit. a. The operation supervisor should notify the Communications Unit supervisor and provide a contact telephone number and a general description of the operation (i.e., surveillance in Area 3 from 0800 to 0900 involving unmarked vehicles). 8. Documentation. (CFA 15.11M) (F) a. Not every operation will require a report (i.e., vehicle burglary surveillance in an apartment complex). However, operations resulting in contact with the public and/or arrests shall have at a minimum an Offense/Incident report. Large scale operations shall have an after-action report completed by the Captain. 9. De-confliction – The operation supervisor shall contact the Special Investigations Captain or Sergeant prior to conducting an operation to ensure there is no conflict within our agency or outside agencies. 10. When conducting a surveillance operation outside the City of Miami Gardens, the appropriate jurisdiction shift supervisor and Communications Center should be notified. B. Investigations Division 1. Personnel assigned to the Criminal Investigations Section (Homicide Unit, Burglary Unit, etc.) shall be familiar with the protocol governing the Operations Division and abide by the applicable instructions. 2. Personnel assigned to the Special Investigations Section (Career Criminal Unit and Street Crimes Unit) often work in conjunction with Local and Federal Task Forces. Special consideration is given to these operations regarding operation plans, surveillance notifications, etc. Ultimately the Sergeant of the applicable Unit is responsible for ensuring proper guidance, notifications, documentation, and de-confliction.
