Further, Department personnel will identify and communicate information regarding a potential or actual threat to activate existing organizational structures and protocols to prevent an act of terrorism using HAZMAT and/or CBRNE materials. If the Department discovers information relating to a WMD threat, including an R/N threat, the information will be immediately and comprehensively shared with the FBI. The FBI is responsible for leading and coordinating the operational law enforcement response and investigative activities associated with terrorist threats or incidents. Preventative Radiological/nuclear detection (PRND) operations are defined as the process by which specific PRND resources, personnel and asset applications are made to execute the objectives of the preventive PRND mission, specifically the Global Nuclear Detection Architecture (GNDA) Implementation Plan. Operations are organized as one of the three postures of deployment, Steady state, Enhanced steady-state and Radiological/Nuclear Search Operations (RNSO). As the PRND is response focused, the Fire Department is designated as being in command of R/N incidents/responses while law enforcement investigators do not take command until the scene is safe. The PRND mission is law enforcement centric out of necessity and in most cases, primary screening will be undertaken and accomplished without fire Department involvement.
