DEFINITIONS: AUTOMATED FACE COMPARISON - The automated search of a facial image in a biometric database, which typically results in a group of facial images ranked by computer-evaluated similarity. BIOMETRICS - Distinctive and measurable human characteristics that can be used to identify people apart from demographic data like name and date of birth. Fingerprints and facial features are examples of commonly used biometrics. Since biometrics are unique to individuals, they are more reliable in verifying identity than knowledge-based methods. ENROLL - The act of capturing a facial image, creating a template and entering the template into a facial comparison gallery. EXTERNAL AGENCY - Any Florida law enforcement agency with authorized access to the PCSO facial comparison system. FACESNXT - Is an investigative tool and any law enforcement action taken based on a submission to FACESNXT will be based on the Department’s personnel’s own identity determination and not solely the results of a FACESNXT search. FACESNXT ADMINISTRATOR - The individual designated by the Department responsible for auditing and monitoring Department user activity. The Administrator is responsible for running reports, reviewing probe images, reviewing OIR numbers, enabling/disabling Department users as needed, disabling Department users who are terminated, retired or no longer need access to FACESNXT. FACIAL IDENTIFICATION - A task where the face comparison system searches a database for a reference matching a submitted face image (probe) and, if found, returns an array of possible biometrically similar identities. FACIAL COMPARISON DATABASE - The combined files of stored templates and facial images. FACIAL COMPARISON SYSTEM (FCS) - The technical components of a face comparison program, such as hardware, software, interfaces and databases. FACIAL VERIFICATION - Manual verification is the process by which a user conducts a one-to-one comparison between a probe and gallery face pair. Automated verification is the process by which the facial comparison system compares a known and unknown face pair to generate a resulting similarity score. GALLERY - The result of an automated facial comparison search. The gallery is a rank ordered grid of potential matching candidates to the face image (probe) submitted for comparison. PARTNERING AGENCY - An agency that actively contributes facial data to the Sheriff’s Office facial comparison system or whose authorized members conduct searches within the facial comparison application. PROBE - The facial image or template searched against the gallery in an automated facial comparison system. TEMPLATE - Mathematical representation of facial features prepared from a face image.
