I. Staff Duty Officer Authority A. The Staff Duty Officer is delegated the authority to act on the behalf of the Chief of Police while serving as the Staff Duty Officer. This authority will remain in force until a higher ranking officer or the Chief of Police relieves the Staff Duty Officer of this responsibility. B. The Chief of Police will designate Staff Duty Officers. The Chief’s Office will prepare and maintain the Staff Duty Officer schedule as directed by the Chief of Police. C. The Staff Duty Officer will serve for a one-week period of time, beginning on Monday at 0700 hours and continuing until the next Monday at 0700 hours. D. Command Officers who have been scheduled to serve as the Staff Duty Officer and who has conflicts with the use of annual leave or Department sponsored training will be responsible for securing a replacement and notifying the Deputy Chief of the change and the Staff Duty Officer replacement. The responsibilities of the Staff Duty Officer are as follows: 1. For the duration of the assignment, the assigned Command Officer will make themselves available 24 hours a day and reachable by radio or telephone. 2. If the Staff Duty Officer is or might be out of contact, they will notify the on-duty PSCD supervisor. 3. The Staff Duty Officer may respond to all major incidents that occur within the city. 4. When the Staff Duty Officer responds, they will be briefed by the on-duty supervisor at the scene. The Staff Duty Officer will be responsible for notifying and briefing, by phone, Chief of Police and the Deputy Chief in a timely manner. 5. During their assignment, the Staff Duty Officer may adjust their work hours so they may be present at roll calls or other assigned obligations. 6. The Staff Duty Officer will be notified by the Shift Supervisor and the PSCD supervisor of any of the following incidents: a) Any active threat other than domestic battery; b) Any terrorist incident or bombing; c) Any hostage situation; d) Any man-made or natural disasters involving extensive property damage or significant injuries to citizens; e) Any discharge of a firearm by an officer where there is no injury as a result of the discharge; f) Any incident involving a large number of Department employees and/or a major confrontation between the police and citizens; g) Any request by another police agency to use Department employees; h) Any mass arrests; i) Any unusual incident involving the media or the media has expressed an unusual concern; j) Any serious complaint(s) against an employee; k) Any serious incident involving any employee, either on or off duty; l) Any Hostage Negotiation Team call-out; m) Any K-9 call-out outside of the city; and n) Any Special Weapons and Tactics (SWAT) team call-out. 7. The Chief of Police is to be notified of any incidents contained in subsections h - m above.
