SCOPE:
This SOP applies to all sworn Department employees pursuant to the
current FOP bargaining agreement as well as to all other full-time or part-
time Department employees, members of the City of Miami Beach Public
Safety Communications Division (PSCD), City of Miami Beach support
personnel and private contractor/vendors and others with access to
CJI/PII whether physically or logically who access, store and/or transport
electronic or physical media outside the Department’s assigned physically
secure area. This SOP was developed using the FBI’s Criminal Justice
Information Services (CJIS) Security Policy. This SOP was developed
using the FBI’s Criminal Justice Information Services (CJIS) Security
Policy and is applicable to all members of the Department, City of Miami
Beach support personnel and private contractor/vendors with access to
CJI whether logically or physically. This SOP incorporates and will be
read in conjunction with the current version of the City of Miami Beach
Information Technology Policies and Procedures; however, the CJIS
Security Policy will always be the minimum standard and policies of the
City of Miami Beach (CMB) may augment, or increase the standards, but
will not be read to detract from the CJIS Security Policy standards
expressed in this SOP.
POLICY: The Department will protect and control physical, logistical and electronic
CJI and PII while such CJI and PII is at rest and in transit. The
Department will take appropriate safeguards for protecting CJI and PII to
limit potential mishandling or loss while being stored, accessed or
transported and to protect the full lifecycle of CJI and PII from insider and
outsider threats. Any inadvertent or inappropriate CJI or PII disclosure
and/or use will be reported to the Department’s Local Agency Security
Officer (LASO). All physical, logical and electronic access must be
properly documented, authorized and controlled on devices that store,
process or transmit unencrypted CJI or PII. Policies of the Department
and City of Miami Beach may require enhanced or increased safeguards
or standards, but no policy or practice less secure than those contained in
the FBI and FDLE Security Policies will be adopted. The Department will
enter formal agreements with other agencies prior to exchanging CJI
and/or PII that specify security controls and will use dissemination logs as
required.
This SOP incorporates and will be read in conjunction with the current
version of the City of Miami Beach Information Technology Policies and
Procedures, however the FBI and FDLE CJI Security Policies will be
considered the minimum standard for CJI/PII security. Department and
City of Miami Beach policies may require enhanced or increased
safeguards or standards, but no policy or practice less secure than those
contained in the FBI and FDLE Security Policies will be adopted. No
policy will detract from the CJIS Security Policy standards expressed in
this SOP.
The procedures contained in this SOP will also apply to any contractor,
subcontractor or any other person who is granted access to use a City
owned computer. The City Information Technology Department (IT) is
responsible for all computer hardware, software and peripheral equipment
used by this Department. All Department employees regardless of status
utilizing the City’s information systems, networks, computers, e-mail,
internet or electronic communications systems in the performance of their
duties are governed by the City of Miami Beach Operational Procedure
Use of City’s E-Mail, Internet, Computer systems and Software Access
IT.21.01 and any other subsequent revision or amendment.
The Department will distribute wireless notebook microcomputers and
handheld data communication devices to employees in order to increase
efficiency and effectiveness throughout the Department and to enhance
certain aspects of law enforcement service provided to the public.
The Department will maintain strict security of all facilities housing

safety of employees, enhancing the ability of employees to perform their
duties, promoting public confidence and employee accountability and the
storage and confidentiality of property and materials contained within
Department facilities.
