I. General
A. The Department will maintain and support a Reserve Police Officer (RPO)
and Auxiliary Police Officer Program.
B. Reserve Officers
1. The number of RPOs at any time will be pursuant to the most
current Fraternal Order of Police (FOP) Collective Bargaining
Agreement (CBA).
2. The duties and responsibilities of RPOs are articulated in the
current FOP CBA.

3. RPOs are volunteers compensated one dollar per year.
Workman’s Compensation will be provided for RPOs in the same
manner as provided to full-time officers but only while performing
law enforcement duties and on assigned duty. RPO(s) will be
provided with public liability protection while on-duty equal to that
provided to full time police officers.
4. RPOs will work a minimum of 10 hours per month. Failure to meet
this obligation for three consecutive months will be considered
abandonment of position.
5. RPOs will be assigned throughout the Department based on need.
RPO’s will be directly supervised by the on-duty supervisor
responsible for the RPO’s area of assignment.
6. RPOs are required to work a minimum of one shift during two major
annual special events per calendar year unless the RPO’s are not
needed. The special events that the RPOs must work will be
determined by the Chief of Police or designee. RPOs may be
called in to assist during any critical incident.
7. Reserve Officers are not permitted to work more than a total of 100
off-duty hours per month regardless of assignment absent an
exemption pre-approved by the Chief of Police. Such pre-approval
will be documented and forwarded to the RPO Program
Coordinator and the off-duty office.
8. The Office of the Chief of Police will designate the RPO Program
Coordinator who is a sworn officer and who will have functional
control and responsibility for the RPO Program. Daily responsibility
for the RPO Program may be delegated.
9. RPOs are bound by all Department SOPs, Rules, Regulations,
DRRs, policies and procedures.
10. RPOs will advise the RPO Program Coordinator or designee
whenever a situation arises that requires an absence from a
scheduled tour of duty. When a RPO is unable to fulfill their
monthly obligations, they will forward a memorandum detailing the
reason to the RPO Program Coordinator or designee prior to the
occurrence.
