I. FCIC/NCIC Entry Procedures

A. Any Department employee who writes an offense/incident or
supplementary report which requires an FCIC or NCIC entry or
cancellation must notify the PSCD Message Center of a pending report for
their review and entry. This notification in all cases must be made as soon
as the employee has completed his/her investigation and the Case Report
is complete. If the entry is for a missing person, the notification to PSCD
and the entry must be made within two hours from the time the officer has
completed his/her investigation.
B. PSCD employees will verify and complete transactions of the required
information into the FCIC/NCIC system. The employee will obtain an
entry number for all entered items and a hit number for all recovered
items.
C. PSCD is responsible for the entry and clearance of all data submitted to
FCIC/NCIC.
D. All reports written will be reviewed for thoroughness, accuracy and
neatness and approved by the employee’s supervisor.
E. This procedure will be followed for reports concerning theft or recovery of
items with as much specific information as possible - unique serial
numbers, owner applied number and missing/unidentified persons,
including recovery of items or persons originally entered by another
agency.
F. All case reports must be completed in their entirety and must include a
Department case number, date of theft or disappearance, status, name of
the person making the entry request, taking the information, entering the
information and any pertinent remarks.
G. All entry requests must meet current FCIC/NCIC guidelines. All
FCIC/NCIC information that is to be entered must be made in writing or in
the case of missing persons only, by telephone.
1. Vehicles: Any motor driven conveyance to carry its operator,
including trailers, aircraft, and parts. Parts are described, for
FCIC/NCIC purposes as parts or attachments for a vehicle such as
engines, wheels, batteries, or items used in conjunction or
association with vehicles such as battery chargers, tow bars and
title certificates. The year, make, model, type of conveyance, style
and color of vehicle and the year, state and number of tag, the VIN
number and owner applied number, if applicable. For parts, the
brand and category will be included if known. Boats are excluded
from this category.
2. License plates: The year, state, type and license plate number will
be entered. If the plate is from a two-plate state and only one plate
is stolen, entry will be permitted only if the entering agency can be
assured that the remaining plate will not remain on the vehicle.
License plates that have been expired beyond one year will not be
entered into NCIC.
3. License decals: The year, state and number of the decal will be
entered.
4. Boats: For FCIC/NCIC purposes, a boat is defined as a vessel for
transport by water constructed to provide buoyancy by excluding
water and shaped to give stability and permit propulsion. The
registration or boat hull number, registration state and year, year of
manufacture, make, length, date of theft, owner applied number,
case number and any pertinent remarks will be entered. Optional
information includes hull material, propulsion type, boat type, color,
hull shape, model, boat name, document number and home port.
5. Firearm: Any weapon, including a starter gun, designed to, or that
may readily be converted to expel a projectile by air, carbon
dioxide, or the action of an explosive. Included are antique guns,
cannons, machine guns, pistols, rifles, shotguns, the frame or
receiver of any such weapon, any firearm muffler or silencer,
grenade, mine, missile, rocket, or disguised gun such as knife gun,
pen gun, belt buckle, or cane gun. BB guns are excluded and
should be entered in the Article file. The make, model, exact type
of pistol, revolver or rifle, caliber, barrel length, color of metal, serial
number and pertinent remarks will be entered. Stolen, lost or
recovered firearms that meet FCIC/NCIC criteria will be entered.
