DEFINITIONS:
FIELD TRAINING LIEUTENANT (FTL) - A lieutenant assigned to coordinate and
manage the FTP.
FIELD TRAINING OFFICER (FTO) - A specially trained officer who is responsible for
providing on-the-job training and evaluating of newly appointed police officers.
FIELD TRAINING OFFICER GUIDE - A checklist of the topics/categories covered used
by an FTO while training a PPO. Each of the topics/categories are reviewed and signed
off by the FTO and PPO during each phase of training. The FTS signs off at the end of
each phase and the FTL signs off at the end of the overall assignment.

FIELD TRAINING PROGRAM (FTP) - A program that provides on-the-job training and
evaluating of newly appointed police officers.
FIELD TRAINING SERGEANT (FTS) - A sergeant assigned to supervise FTO’s and
PPO’s in matters relating to the FTP.
PROBATIONARY POLICE OFFICER (PPO) - An individual hired by the Department
who is required to successfully complete all phases of the Department’s Field Training
Program. Nothing contained in the FOP CBA will in any way affect the discretion
presently accorded the Police Chief with respect to employees in their probationary
period following hire or in their probationary period following promotion. It is specifically
understood by the parties that the exercise of the Police Chief’s discretion in this regard
will not in any way be subject to the grievance procedure set forth in the FOP CBA.
Newly hired employees have no right to utilize the grievance procedure for any matter
concerning discharge, suspension or other discipline during such period.
STANDARDIZED EVALUATION GUIDELINES MANUAL - A manual that provides the
guidelines for the training and evaluating of each trainee.
SUPERVISOR FIELD TRAINING PROGRAM (SFTP) - A program for newly promoted
Sergeants not to exceed eight weeks in length that provides on-the-job training and the
evaluation of newly appointed supervisors.
