I. General A. This plan provides for the: 1. Protection and evacuation of citizens; 2. Management or control of masses of people; and 3. Protection of property from damage and destruction. B. Implementation 1. Implementation of any portion of this plan will depend upon the seriousness of a situation and notification to those concerned to execute any of the Operational Phases. Terminology is defined below for standardization. 2. Emergency Alert and Emergency Standby a. During the early stages of any possible emergency or mobilization condition, Department employees must be informed and kept aware of the developing situation. Inherent in the police function is a stated and implied employee responsibility to protect life and property in the community at all times. To this end, every Department employee must be prepared and ready to report for duty whenever a condition develops that threatens the safety of the public and may require police action to restore law and order. b. The Department is cognizant of, and sympathetic to, not imposing unnecessary restrictions on an employee’s off-duty time; however, the contingencies of a potential emergency condition that indicates that Department resources may be committed to reducing the danger to life and property demands that certain precautionary measures be taken to facilitate possible mobilization. c. Should circumstance warrant, and prior to mobilizing under any of the operational phases, Department employees may be notified of a potential or developing emergency condition and placed on emergency alert or emergency standby. 3. Emergency Alert: Off-duty employees will be notified that a potential emergency condition exists or is developing that may require reporting for duty subject to later notification. Off-duty employees are not restricted to their residence but, if absent, will provide contact capability via alternate telephone number, another person, Department radio or cellular telephone or by periodically consulting the alternate contact source every two hours. Employees on approved annual, sick or extended leave will not be placed on emergency alert. 4. Emergency Standby: Off-duty employees will be notified that a potential emergency condition exists or is developing and that a requirement to report for duty is imminent subject to later notification. Off-duty employees will be personally available at their residence or will be available by Department radio or cellular telephone or be physically available at an alternate telephone number. Employees on approved annual, sick or extended leave will not be placed on emergency standby. Emergency standby readiness conditions are normally announced prior to Department components implementing control plans and mobilization under one of the operational phases. a. Each Department component will maintain a current roster reflecting classification, name and telephone number. b. Only the Chief of Police or designee may initiate an emergency alert or emergency standby prior to mobilizing under any of the operational phases. c. Immediate notification will be made to the Staff Duty Officer (SDO) who will initiate the same notification procedures utilized at the implementation of any operational phase. d. Employees who are notified and have been placed on emergency alert or standby, will maintain a state or readiness including all necessary equipment and uniform items appropriate for the nature of the emergency. [17.5.2] e. Employees called to report for duty will do so as expeditiously as possible, but no later than two hours after personal notification. On-call employees will report per instructions given upon receipt of the notification. f. Employees will consider a call to report to duty under this SOP as a direct order of the Chief of Police, regardless of who delivers the order to them. Any employee who fails to report to duty subjects themselves to disciplinary action. g. Compensation will be in accordance with the appropriate collective bargaining agreement. 5. Standby a. Once mobilization has occurred under any operational phase, any supervisor may place subordinates on standby. Off-duty employees except those on approved annual, sick or extended leave, will be physically at their residence, at an alternate telephone number, or available by a Department radio. b. Compensation will be in accordance with the appropriate collective bargaining agreement. 6. Mutual Aid Agreements The Department’s plan for providing aid to other jurisdictions in unusual occurrence situations is contained in Mutual Aid Agreements between the City of Miami Beach and other participating municipalities and the county.
