I. Criteria for Deployment
A. The criteria for Deployment of the Bicycle Squad will include, at a
minimum, the following factors:
1. A high concentration of calls for services involving pedestrians or
other persons on the street. This procedure does not apply to fixed
foot posts deployed for traffic control, parades, special events,
security details or crowd control;
2. A high amount of call activity, reflecting current crime trends in the
area, as received from the Crime Analyst(s) and reported at roll call
briefings;
3. Number of available officers on the shift;
4. The need for patrol of parks, apartment complexes or other areas
not suited for patrol cars;
5. The need to stake out, survey or apprehend criminals in specific
areas where traditional patrol vehicles have proven ineffective;
6. The need to control loitering in off-road locations; and
7. The need for tactical/undercover patrol response where patrol
vehicles have proven ineffective.
B. The number of officers assigned to the Bicycle Squads and the hours of
operation will be determined by the Patrol Division Major or designee.
Officers may be temporarily assigned to other duties and/or areas.
