DEFINITIONS:
APPROPRIATE RECEIVING FACILITY - A hospital, medical facility or treatment center
designated by DCF to provide detoxification or specialized care for persons who are
intoxicated, substance abuse impaired or who have exhibited signs of mental illness.
INDIVIDUAL - For purposes of the Hostage Negotiator Team Member Safety
Procedures is an individual who is in crisis and has, through their actions, is
demonstrating an apparent willingness to cause their death by jumping from a height.

MENTAL ILLNESS - An impairment of the mental or emotional process that exercise
conscious control of one’s actions or of the ability to perceive or understand reality and
such impairment substantially interferes with the person’s ability to meet the ordinary
demands of living.
SAFETY OFFICER - The Safety Officer monitors incident or event operations and
advises the Incident Commander on all matters relating to incident health and safety of
responding Department personnel. The Safety Officer has emergency authority to stop
and/or prevent unsafe acts during incident operations.
SUBSTANCE ABUSE IMPAIRMENT - A condition involving the use of alcohol or any
psychoactive or mood-altering substance in such manner as to induce mental, or
emotional, or physical problems, and cause socially dysfunctional behavior.
