DEFINITIONS: BALLISTIC PANEL - The protective component of a body armor system primarily consisting of ballistic resistant materials typically enclosed in a non-removable sealed cover. BODY ARMOR CARRIER - A non-protective garment provided by the ballistic panel manufacturer, at the time of purchase or via replacement process, which is utilized to carry the ballistic panel or panels to facilitate wear by the user. BODY ARMOR SYSTEM - A personal protective garment consisting of both a body armor carrier and ballistic panels designed to provide ballistic protection to the wearer. CONCEALED WEAR - Designed to be worn beneath the Department issued Class A, Class B or Class E uniform shirt or comparable civilian shirt. EXTERNAL WEAR - Designed to be worn over the issued Class A, Class B or Class E uniform shirt or comparable civilian shirt in a Department approved external carrier. UNIFORM OUTER CARRIER - An externally worn, non-protective garment. The uniform outer carrier contains a Department approved body armor carrier and/or ballistic panels within it to create a body armor system. PROCEDURE:
