I. General A. Monetary value and operational requirements necessitate establishment of procedures for accountability and control of radios and cellular telephones. Organizational entities will maintain prescribed inventory control procedures for assigned radio equipment and cellular telephones. B. Responsibility 1. The Property and Evidence Unit (PEU), Quartermaster Section will be responsible for radios assigned to all personnel within the Department. Cellular telephones will be assigned by the Information Resource Unit (IRU). It is the responsibility of the Division Commander of the requesting party to ensure strict compliance with established procedures concerning operation, maintenance and accountability. 2. An employee having custody of a Department radio or cellular telephone is personally responsible for the proper operation, maintenance, accountability and damage of the radio and/or cellular phone under his control. The last person having use or custody of a radio and/or cellular phone will be responsible. C. Security 1. Portable radios and cellular telephones will not be left unattended without exercising reasonable security measures. a. Portable radios or cellular telephones left unattended in vehicles will be locked in the trunk. If the vehicle is not equipped with a trunk, the radio or cellular telephone will be locked in the glove compartment of the vehicle. b. All other storage areas containing radios or cellular telephones will be locked when left unattended. D. Batteries 1. Batteries will be charged in accordance with the manufacturer's instructions to provide optimum radio operation. 2. New hand-held radio batteries are available through the PEU. An old battery must be turned in for each new battery. Under no circumstances will an inoperable battery be disposed of except through the exchange procedure. 3. The PEU will coordinate with the PSCD Radio System Administrator(s) for the proper disposal of old or damaged batteries. E. Missing, lost or stolen radios and cellular telephones 1. A report will be prepared when a radio and/or cellular telephone is missing, lost or stolen. 2. The employees’ supervisor will notify the Public Safety Communications Division (PSCD) shift supervisor as soon as practical so that the radio is deactivated and the Property and Evidence Unit (PEU), Quartermaster Section to update the Department’s radio inventory accordingly. 3. In the case of a cellular telephone the IRU will be notified so that the equipment is deactivated.
