I. Responsibility and Accountability A. Furniture, file cabinets, fixtures, furnishings and equipment, including desktop computers, printers, scanners and any other peripheral hardware assigned for the use of the various divisions and offices in any Department building will not be removed or moved, except with the knowledge and consent of a Property and Evidence Unit (PEU) Supervisor. B. Employees will not intentionally mar, mark or deface any surface in any Department building or any Department vehicle or equipment. C. Desktop computers and peripherals cannot be relocated without the prior approval of the Technical Support Unit. D. Employees will not mark, alter or deface any posted Department notice. E. An employee having custody of a Department radio or cellular telephone is personally responsible for the proper operation, maintenance, accountability and damage of the radio and/or cellular phone under their control. The last person having use or custody of a radio and/or cellular phone will be responsible. Employees are financially responsible for damage or loss due to negligence or failure to comply with any of this SOP’s policy provisions. F. Security 1. Portable radios and cellular telephones will not be left unattended without exercising reasonable security measures. 2. Portable radios or cellular telephones left unattended in vehicles will be locked in the trunk. If the vehicle is not equipped with a trunk, the radio or cellular telephone will be locked in the glove compartment of the vehicle. Unless the vehicle will be parked in a secured enclosed garage, the radio, telephone or laptop, MDT or otherwise, will be removed and kept in the employee's home during their off-duty hours. 3. All other storage areas containing radios or cellular telephones will be locked when left unattended. 4. No employee will leave any Department issued equipment, including all electronic or telephonic equipment in the possession of any unauthorized individual outside of their designated primary residence. G. The CJIS Security Policy is established by the FBI and adopted by FDLE. CJIS is to be used only for official law enforcement business. The Department, as a user of FCIC/NCIC Criminal Justice Information Systems, has signed a User Agreement, binding the Department to the security requirements mandated by the Department of Justice and the Florida Department of Law Enforcement. Employees who violate any section of this SOP, the CJIS Security Policy and/or City of Miami Beach Business Use Policy will be subject to disciplinary action. H. Only those employees who are trained and certified, or in training and being supervised by certified operators, may have access to a Department radio, telephone, desktop or laptop computer.
