I. General A. The Automatic Vehicle Location System (AVL) is a geographic positioning system that tracks and reports vehicle/equipment activity, including, but not limited to location, speed and direction of travel. The City of Miami Beach (city) and/or the Department has the authority to install an AVL device in any city-owned or controlled vehicle and/or equipment, without providing the driver/operator with notification. AVL equipment will not be installed in vehicles assigned to officers in the Special Investigations Unit (SIU), the Internal Affairs Unit (IA) or the Intelligence Unit (IU), unless expressly authorized by the Chief of Police. B. City and Department use of AVL will include, but not be limited to, the following: 1. Officer safety; 2. Locating employees; 3. Actively monitoring vehicle/equipment resources; 4. Improving the quality of service; 5. Efficient deployment of vehicle/equipment resources; 6. Ensuring employees are adhering to city and Department policies; 7. Demonstrating historical presence in a particular area; 8. Traffic crash investigations; 9. Investigating allegations of unlawful, unauthorized or wrongful activity; 10. Day-to-day supervision; 11. Analysis of vehicle/equipment use; 12. Recommending units for dispatch; and 13. Any other reason that is determined necessary for the performance of the city’s and Department’s duties and responsibilities.
