DEFINITIONS: LAW ENFORCEMENT GEOLOCATION INFORMATION - Means information collected using a global positioning system or another mapping, locational or directional information system that allows tracking of the location or movement of a law enforcement officer or a law enforcement vehicle. PUBLIC RECORDS - All documents, papers, letters, maps, books, tapes, photographs, films, sound recordings, or other material, regardless of physical form or characteristics, made or received pursuant to law or ordinance, or in connection with the transaction of official business by an agency including e-mail messages made or received by Department employees in connection with official business. This definition has been interpreted by the Florida Supreme Court to encompass all materials made or received by an agency in connection with official business that are used to perpetuate, communicate or formalize knowledge. The labeling of a document as a DRAFT does not necessarily place it outside the scope of this definition and therefore make it exempt from disclosure. The nature, purpose and scope of the document must be considered in determining whether it meets the requirements of this definition. SPECIAL SERVICE CHARGE - A charge imposed when the nature or volume of public records to be inspected or copied is such as to require extensive use of information, technology, resources or extensive clerical or supervisory assistance. Extensive or voluminous means taking more than 30 minutes to comply. A special service charge will be imposed on all extensive or voluminous requests. This charge will be based on the employee’s base rate of pay. However, in cases where the requestor makes an extensive/voluminous request and requests compliance within 24 to 48 hours, the Department may charge an overtime rate of pay of the employee(s) performing the labor in order to comply. The imposition of a special service charge must be communicated to the requestor prior to compliance. PROCEDURE:
