I. General
A. Performance Evaluations provide for:
1. Fair and impartial personnel decisions;
2. The measure of performance;
3. A means for employee development counseling;
4. Facilitating proper decisions regarding probationary employees;
5. An objective and fair means for recognition and measurement of
individual performance in accordance with prescribed guidelines;
and
6. Identifying training needs.
B. Performance Evaluations serve as a reminder that all employees will be
counseled concerning their overall performance, regardless of the
Performance Evaluation’s outcome.
C. The Human Resources Department (HRD) is responsible for the city-wide
administration of all employee Performance Evaluations. The HRD has
designed a Performance Evaluation system and requires that all
employees who are responsible for rating other employees attend
Performance Evaluation training.
