This directive will also address interview procedures for suspects, detainees and prisoners . DISCUSSION This policy is intended to provide step-by-step procedures for the processing of prisoners by members of the Maitland Police Department. It is imperative that this process is completed properly, safely, and quickly. POLICY 903.1a A Maitland Police Department officer making a physical arrest shall generally process a prisoner at the appropriate county booking office (Orange County Booking and Receiving Center, SCSO Jail), or the appropriate DUI Center. 903.1b Should an officer de termine that it is necessary to process a prisoner in the field, the prisoner shall remain confined in the back seat of the patrol vehicle at all times. 903.1c The safety and security of both the subject and the members will receive the utmost priority . The Department is responsible for the physical needs and security of individuals while they are under our care and control. This shall extend and apply while subjects are in the Maitland Police Department facility, to include the interview room. 903.1d The Maitland Police De partment has a policy of maintaining continuous supervision of all detainees, suspects and prisoners occupying interview rooms . DEFINITIONS 903.2a Continuous supervision – Supervision by a Department member who has the authority and the responsibility to exercise control over a detainee/prisoner and can immediately intervene on behalf of the Department or detainee/prisoner. Video surveillance may only be used if immediate intervention can be accomplis hed. 903.2b Detainee – Individual being held in custody or confinement (may be under physical restraint). MAITLAND POLICE DEPARTMENT POLICY AND PROCEDURE ARREST PROCEDURES / INTERVIEW OF PRISONERS Page 3 903.2c Interview Room – any room, space or area located within the Maitland Police Department which is used to process or question suspects, d etainees, prisoners or other persons during official law enforcement duties. 903.2 d Prisoner - Individual arrested and/or in custody of a law enforcement officer or agency. 903.2e Report Room – The Department shall maintain a dedicated room or ar ea for the purposes of taking reports, interviewing witnesses or victims, and responding to other requests for police services. ARREST PROCESSING CHECK WANTED STATUS & CRIMINAL HISTORY OF EACH PRISONER 903.3a Arresting officers will ensure that the wanted status and criminal history of each prisoner are checked. This will be accomplished by advising communication of prisoner's name, date of birth, ra ce, sex, social security number, and driver's license number. 903.3b Request driver's license checks if needed. Officers should also request a check of FCIC/NCIC . 903.3c If the defendant has been arrested on a warrant, the officer must advise dispatch of such. Dispatch is then responsible for contacting the Orange County Warrant Division or issuing authority and notifying them of the arrest via teletype, so the warrant can be removed from the system. • Failure to Appear Warrant: the charge must read F.S.S. 843.15 - Failure to Appear (misdemeanor or felony). The narrative should indicate warrant numbers, original charge, and specified bond. • Orange
