It is of critical importance that each aspect of the investigative process is conducted properly, and that each member participating in the investigation under stands their responsibilities and the parameters under which they must operate. POLICY 601.1a This document is intended to establish policy, and provide general procedures and guidelines for conducting criminal investigations. 601.1b All criminal investigations shall be conducted in compliance with constitutional requirements and Departmental policies and procedures. Included in this will be compliance with all constitutional requirements assigned to interviews, interrogations, and ac cess to counsel. DEFINITIONS 601.2a Polygraph/CVSA - A technical aid used for the detection of deception. 601.2b Confidential Informant - An individual who provides information regarding criminal activity in exchange for some compensation or consideration. 601.2c Expense Justification Form - A form used for the receipt, accounting, and documenta tion of confidential investigative expense funds. 601.2d Expense Master Log - An expense ledger located within the Department to record the allocation of expense monies. 601.2e Investigative Expense Funds - Agency funds budgeted for investigative costs such as informant fe es, narcotic purchases, and other expenses incurred during investigative operations. INFORMATION DEVELOPMENT 601.3a Officers should not overlook the importance of sources of information in the investigative process. Sources may include information from witnesses, victims, informants, criminals, concerned citizens, or other persons. Additional sources may include, but are not limited to, the following: • Computer research and report review for infor mation contained in records, or contained in computer storage facilities. • Tax collector, property appraiser, and utility company records. • Pawn shops and other businesses. • The local Criminal Intelligence Units, crime analysts, other detectives, and uniformed officers. • Criminal history and driver license information. • Records such as bank and credit card statements (by subpoena if necessary). MAITLAND POLICE DEPARTMENT POLICY AND PROCEDURE CRIMINAL INVESTIGATIONS OPERATIONS Page 3 INTERVIEW PROCEDURES 601.4a Any adult prisoner arrested in the field may be transported to the Criminal Investigation Division for the purposes of an interview. The interview shall be conducted in the interview room maintained in the Criminal Investigation Division. Two officers shall be present during the interview (one of which may remain in the observat ion room unless requested by the interviewing officer). NOTE: Victims or witnesses may be interviewed at the scene, the Police Department or in any appropriate location. 601.4b The interviewing officer will: • Contact the CID Supervisor, or his designee (during business hours), or the on -call investigator (all other times) to ensure that the interview room is available and to obtain authorization for its use prior to transporting the arrestee to the Interview Room. Detainees or prisoners will re main secured at the scene or in the back of a patrol vehicle until such time as the interview room is available.
