CHIEF'S PREFACE
The Mission of the Laguna Beach Police Department is "To be the safest coastal community in
Orange County through exceptional policing and community engagement." We strive to achieve
this goal through data-driven policing, using technology as a force multiplier, community outreach
and engagement, and investing in our most valuable asset, our employees. We have created
a collaborative and engaging culture by embracing our Department's core values of P.R.I.D.E.
(Passion, Respect, Integrity, Diversity, and Excellence).
As the Chief of Police, I am proud to present a comprehensive Policy Manual for the employees
of the Laguna Beach Police Department. Developed in conjunction with Lexipol, Inc., the policies
were reviewed and adapted to incorporate procedures specific to the Laguna Beach Police
Department and in accordance with local, state, and federal law.
Lexipol has a long-standing and strong reputation for providing comprehensive policies that
incorporate up-to-date legal information and widely accepted best practices. Lexipol was
developed in order to simplify the many policies, regulations and department orders which
permeate the various law enforcement organizations across California.
The Laguna Police Department holds firm to the Law Enforcement Code of Ethics along with our
Policy Manual to provide employees with guidance and expectations.
I am proud of the commitment and character of our employees. Together we have made great
strides in moving our department forward as we serve the Laguna Beach community in becoming
the safest coastal community in Orange County. The information contained in our Laguna Beach
Police Department Policy Manual should be reviewed on a continuous basis in order to remain
current with the ongoing changes in the law.
