KISSIMMEE POLICE DEPARTMENT GENERAL ORDER General Order 328 – Training Facility Page 1 of 4 TITLE: PUBLIC SAFETY TRAINING CENTER 328 EFFECTIVE: 04/27/2017 REVISED: 10/24/2025 SCOPE : ALL EMPLOYEES REVIEW AUTHORITY: PROFESSIONAL STANDARDS SECTION LIEUTENANT CFA STANDARDS: N/A 328.01 Rules and Regulations 328.05 Tower Use 328.02 Waivers 328.06 Classroom and Defensive Tactics Lab 328.03 Access 328.07 Employee Lead Mitigation Protocol 328.04 Scheduling Time and Fee Schedule 328.08 Contracted Services Policy: Activities that occur at the Public Safety Training Center (Training Center) are inherently dangerous. In order to protect all individuals using the Training Center, as well as the City of Kissimmee, rules and regulations are necessary to operate and use the Training Center. 328.01 Rules and Regulations: The Training Center Rules and Regulations control the use of the Training Center. These Rules and Regulations will be periodically updated, and all changes will be posted at the Training Center on the doors ente ring the firing range. All individuals, civilian and law enforcement, must abide by the Training Center Rules and Regulations. Failure to abide by the Rules and Regulations will result in removal from the Training Center and possible banning from the Train ing Center. 328.02 Waivers: All non -Kissimmee Police Department personnel that utilize the firing range, defensive tactics (D T) room, and /or driving pad shall execute waivers as required below. If an individual is not covered by one of the below Waivers , they shall not be allowed to use the Training Center. a. Civilians: 1. Civilian Waiver – All civilians using the firing range shall execute a Civilian Waiver. b. Law Enforcement Officers: 1. Agency Waiver – If an Agency executes an Agency -wide waiver, individual officers do not ne ed to execute an individual waiver if they are using the Training Facility pursuant to approved work activities/training. Agencies may only execute an Agency Waiver after approval is obtained from the City Attorney’s Office. KISSIMMEE POLICE DEPARTMENT GENERAL ORDER General Order 328 – Training Facility Page 2 of 4 c. Civilian Non -Agency Personn el: 1. Waiver Cover Sheets – All civilian non -agency personnel shall be escorted when using the Training Center. The Professional Standards Section Lieutenant or designee shall complete the Waiver Cover Sheet, which indicates whether a civilian is approved to use the Training Center. Background checks will be required for any civilian using the firing range. d. All Waivers (Civilian, Agency, Individual LEO) shall be maintained by Records. 328.03 Access: a. Department Access – Access to the Training Center will be controlled by electronic proximity card readers. Employees will be given limited access to areas of the facil ity. After -hours access to the building will be limited to watch commanders and on -duty supervisors. Individual officers shall have access to the building during operational hours or for pre -approved after -hours training. b. Outside Agency Access – Outside agencies will be required to coordinate facility use with KPD/KFD training coordinators. Once training coordinators approve the availability of the facility, agencies will be invoiced accordingly. A member of KPD training staff must be present at the facility during outside agency training. c. Civilian Access – No non -agency civilian shall have access to the Training Center. KPD training unit personnel will permit access to the Training Center and remain onsite while civilians are present. 328.04 Sc heduling Time and Fee Schedule: a. Outside agencies shall make requests to use the Training Center through the KPD Training Unit. All requests must be made a minimum of four (4) months in advance. Requests will be approved up to four (4) months out and are subject to cancellations based on training demands or operational closures by the Kissimmee Police Department. b. If any KPD Employee wishes to use the Training Center during non -scheduled training block or other offered training, the employee shall chec k with the Training Unit to ensure no other agencies are using the Training Center. If the Employee wishes to shoot at the firing range, the employee must arrange to have a Certified Firearms Instructor present while using the firing range. c. In association with the use of the firearms range, outside agencies will be charged based on the fee schedule established below: 1. $550.00 for a full day (8 hours) 2. $300.00 for a half day (4 hours) KISSIMMEE POLICE DEPARTMENT GENERAL ORDER General Order 328 – Training Facility Page 3 of 4 d. The Chief or designee reserves the right to waive any and all fees associated with the scheduling outline above. 328.05 Burn Tower Use: a. The use of the burn / repel tower must be approved by the KFD training coordinator. b. A Safety Officer must always be present when anyone is using the tower. c. A Repel Master must always be present when anyone is repelling from the tower. d. Force on force training will only be conducted by a certified force on force instructor with a Safety Officer present. e. The t ower must remain locked unless in use. f.
