KISSIMMEE POLICE DEPARTMENT GENERAL ORDER General Order 324 – Field Training Program Page 1 of 6 TITLE: FIELD TRAINING PROGRAM 324 EFFECTIVE: 07/01/2015 REVISED: 09/05/2025 SCOPE : ALL EMPLOYEES REVIEW AUTHORITY: PROFESSIONAL STANDARDS LIEUTENANT CFA STANDARDS: 10.07M (A -E), 12.03 324.01 Organization 324.04 Field Training Period 324.02 Duties and Responsibilities 324.05 Evaluation of Recruits 324.03 FTO Qualification and Selection 324.06 Recruit Status Policy: The Kissimmee Police Department’s Field Training Program is a complex management system with the goal of improving the Department’s overall effectiveness and efficiency. The program enhances the overall applicant/probationary screening process with daily on-the-job observations of new officers in making the transition from what they learned in the academy to performing general law enforcement patrol duties competently in the field. The Field Training Program is one phase of the Department’s overall screen ing process. It provides the measure of performance level of probationary officers and documentation for the decision regarding their retention on the Department. 324.01 Organization: The Field Training Program is a function of the Professional Standards Lieutenant. The chain of command of the Field Training Program is as follows: a. Professional Standards Lieutenant b. Training Unit Supervisor c. Field Training Coordinator d. Field Training Officer e. Recruit 324.02 Duties and Responsibilities: The Professional Standards Lieutenant oversees the entire implementation and coordination of the Field Training Program. The Training Unit Supervisor is responsible for the scheduling and administering of Phase specific training. The Field Training Coordinator is responsible for the following duties [CFA 10.07M – C]: a. Provides training to Field Training Officers on the Field Training Manual (def.) , ADORE system and the DOR scoring system; c. Assign recruits to Field Training Officers; d. Conducts daily and weekly reviews of Daily Observation Reports , tests and call log s; e. Ensures proper records are maintained to document a recruit’s performance; f. Provides direction and support when requested by Field Training Officers; g. Coordinates remedial training as required; h. Notifies the Professional Standards Lieutenant via chain of command, when a recruit is not responding to training and/or not performing to expectations; i. Attend FTO meetings; j. Ensures the completion of Personnel Action Forms (PAFs) on recruits to document changes in status; k. Review the Field Training Program, in cluding updating the Field Training Manual , at least once a year; l. Facilitate the orientation program ; and m. Administer weekly tests to the recruits via the PowerDMS System. Field Training Officers (FTO’s) are responsible for the following duties [CFA 10.07 – D]: a. Direct activities of recruits; b. Provide ongoing training and guidance; c. Ensure recruits experience a variety of law enforcement situations; d. Complete daily evaluations (DOR) of the recruit’s performance and submit additional documentation as required; e. Proctor weekly tests to the recruits via the PowerDMS System ; f. Recommend remedial training; g. Conduct remedial training upon request and/or as needed; KISSIMMEE POLICE DEPARTMENT GENERAL ORDER General Order 324 – Field Training Program Page 3 of 6 h. Notify the Field Training Coordinator when a recruit is not responding to training and not performing to expectations; and i. Attend FTO meetings. Recruits are responsible for the following: a. Participate in self -study; b. Accept role as student; c. Comply with all recruit officer responsibilities as specified in the Field Training Manual ; and d. Complete anonymous FTO evaluati on after release from training. 324.03 FTO Qualification and Selection : Both Police and Community Service Officers must be in good standing while an active Field Training Officer. They must also not have any sustained findings in an Internal Affairs Inves tigation related to excessive or improper use of force within two (2) years of requesting to be a Field Training Officer. Field Training Officers transferring back to Patrol shall wait one (1) year before being assigned as an active FTO unless authorized b y the Professional Standards Lieutenant. [CFA 10.07M – A, 12.03 ] All officers and CSO’s interested in becoming a Field Training Officer shall submit a memorandum to the Professional Standards Lieutenant via the chain of command with a supervisory endorsem ent form attached. Upon being selected for an FTO assignment, the officer or CSO shall be scheduled to attend an FTO and Instructor Techniques school, as scheduling and staffing permits. [CFA 10.07M – B] Upon successful completion of the Field Training Officer Certification training program as outlined by Florida Department of Law Enforcement (FDLE) or returning to the Patrol Division and prior to being assigned a recruit; FTOs shall receive training on the Field Training Manual , the ADORE system, the DOR scoring system, and expectations for being a Fiel d Training Officer by the Field Training Coordinator. 324.04 Field Training Period : The Field Training Program is based upon the
