Policy : The Kissimmee Police Department believes in providing a fair and objective training
period to all newly appointed Telecommunicators within the Communications Unit. This policy
establishes guidelines for the Communications Training Program.
323.01 Chain of Com mand: While the Department’s Organizational Chart defines the chain of
command for routine operations, the chain of command for Communications personnel
participating in the Communications Training Program is as follows:
a. Communications Training Coordinator – Reports regularly to the Communications
Manager with updates regarding the Communications Training Program and Recruit
Employees .
b. Communications Shift Supervisor – Repor ts directly to the Communications Training
Coordinator on all training matters .
c. Communications Training Officer – Reports directly to their assigned Communications
Shift Supervisor on all training matters .
d. Recruit Employee – Reports directly to their assigned Communications Training Officer
on all training matters .
323.02 Duties & Responsibilities: The Communications Manager holds ultimate responsibility
and authority for all training matters directly related to the Communications Unit and the personnel
within. However, the other positions within the Communications Unit eac h hold a vital training
role.

Page 2 of 9 Communications Training Coordinator : The Communications Training Coordinator is
responsible for the implementation and oversight of the Communications Training Program, 911
Public Safety Telecommunicator Training Program, in itial certification and the continuing
education of all employees assigned to the Communications Unit. The Communications Training
Coordinator is also responsible for:
a. Ensuring all employees assigned to the Communications Unit meet and maintain the
minimu m level of certification, training, and continuing education needed for all
mandatory requirements by the Department or City and those outlined in state law;
b. Ensuring all training records are maintained in accordance to applicable laws and
requirements of those organizations the Communications Unit uses to certify personnel;
c. Assigning Recruit Employees to Communications Training Officers;
d. Monitoring recruit progress by Reviewing Daily Observation Reports and other
administrative reports available in the ADORE system;
e. Providing direction and support to Communications Supervisors and Communications
Training Officers for training related issues;
f. Coordinating remedial training and/or training extensions as needed;
g. Notifying the Support Services Captain, via the chain of command (if applicable), when a
Recruit Employee is not meeting expectations or is not responding to training; and
h. Annually reviewing the Communications Training Manual and all training documents to
ensure compliance wit h current industry standards and applicable laws.
Communications Shift Supervisor : Within the Communications Training Program, a
Communications Shift Supervisor is responsible for:
a. Supervising Communications Training Officers and Recruit Employees;
b. Ensuring Recruit Employees are receiving adequate training or retraining as needed. This
includes ensuring Recruit Employees experience a variety of situations or training
scenarios during the training process;
c. Ensuring Communications Training Officers are thoroughly documenting training efforts
and recruit behavior and performance in the A DORE system. This includes ensuring all
Daily Observation Reports are completed and reviewed with Recruit Employees in a timely
manner ;
d. Conducting weekly performance and progress reviews with Recruit Employees;
e. Completing any end -of-phase or end -of-training reports in the ADORE system;

f. Recommending remedial training as needed for Recruit Employees;
g. Notifying the Communications Training Coordinator when a Recruit Employee is not
meeting expectations or is not responding to training; and
h. Attending all meetings related to the Communications Training Program.
Communications Training Officer : Within the Communications Training Program, a
Telecommunicator working as a Communications Training Officer is responsible for:
a. Directing the activities and actions of Recruit Employees;
b. Mentoring and training Recruit Employees on the operations of the Communications Unit;
c. Ensuring Recruit Employees are receiving adequate training or retraining as needed. This
includes ensuring Recruit Employees experience a variety of situations or train ing
scenarios during the training process;
d. Thoroughly document the behavior and performance of a Recruit Employee in a Daily
Observation Report. The behavior and performance of a Recruit Employee shall be
compared against the Communications Unit’s approve d Standard Evaluation Guidelines
(SEG’s);
e. Completing and reviewing all Daily Observation reports with Recruit Employees in a
timely manner;
f. Completing any end -of-phase or end -of-training reports in the ADORE system;
g. Providing remedial training to Recruit Employees upon request or as needed;
h. Notifying their immediate Communications Shift Supervisor when a Recruit Employee is
not meeting expectations or is not responding to training; and
i. Attending all
