KISSIMMEE POLICE DEPARTMENT GENERAL ORDER General Order 322 – 911 Public Safety Telecommunication Training Program Page 1 of 2 TITLE: 911 PUBLIC SAFETY TELECOMMUNICATION TRAINING PROGRAM 322 EFFECTIVE: 07/01/2015 REVISED: 10/24/2025 SCOPE : ALL EMPLOYEES REVIEW AUTHORITY: SUPPORT SERVICES DIVISION CAPTAIN CFA STANDARDS: 25.15M (A-C) 322.01 Employees Requirements 322.02 Training Program 322.03 State of Emergency Waiver Policy: The Kissimmee Police Department will maintain a State of Florida recognized 911 Public Safety Telecommunication training program and confirm all employees with the responsibility of receiving, processing and dispatching emergency and non -emergency calls for service earn and maintain the required state certification. 322.01 Employees Requirements: Any employee completing the tasks of a 911 Public Safety Telecommunicator must possess a 911 Public Safety Telecommunicator Certification issued by the Florida Department of Health ( DOH ). [CFA 25.15M – A] A recruit employee may be employed for a period not to exceed twelve (12) months without a 911 Public Safety Telecommunicator Certification as long as the recruit employee works under the direct supervision of a certified 911 Public Safety Telecommunicator and is enrolled in a public safety telecommunication training program. [CFA 25.15M – B] Before being permitted to take the state exam, recruit employees must have completed at least two hundred and thirty -two (232) hours of training from a Florida DOH ap proved 911 Public Safety Telecommunication Training Program . [CFA 25.15M – A] Recruit employees will obtain a 911 Public Safety Telecommunicator Certification within twelve (12) months of t heir appointment to the Telecommunicator position. [CFA 25.15M – C] The requirement for certification as a 911 Public Safety Telecommunicator is waived for a sworn state-certified law enforcement officer employed by the Department provided the officer: a. Is selected by the Chief of Police or designee to perform as a 911 Public Safety Telecommunicator; b. Performs as a 911 Public Safety Telecommunicator on an occasional or limited basis; and KISSIMMEE POLICE DEPARTMENT GENERAL ORDER General Order 322 – 911 Public Safety Telecommunication Training Program Page 2 of 2 c. Passes the Florida DOH -approved examination that measures the compete ncy and proficiency of an applicant in the subject material comprising the Public Safety Telecommunication Training Program. Employees who possess a 911 Public Safety Telecommunicator Certification will complete twenty (20) hours of continuing education training within two (2) years of their initial certification or recertification date in order to be eligible for the biennial r enewal process, and must complete Telecommunicator Cardiopulmonary Resuscitation (T-CPR) training every two (2) years. 322.02 Training Program: The Communications Training Coordinator shall be responsible for ensuring that all Telecommunicators meet the standards and requirements set forth by Florida State Statute and the Department of Health. The approved training program will meet the standards and requirements set forth by Florida Statute and the Department of Health. 322.03 State of Emergency Waiver: The provisions of certification listed in this General Order may be temporarily waived for the duration of a state of emergency declaration by the Governor pursuant to § 252.36 of the Florida Statute.
