KISSIMMEE POLICE DEPARTMENT GENERAL ORDER General Order 320 – Recording Communications Page 1 of 2 TITLE: RECORDING COMMUNICATIONS 320 EFFECTIVE: 07/01/2015 REVISED: 10/17/2025 SCOPE : ALL EMPLOYEES REVIEW AUTHORITY: SUPPORT SERVICES DIVISION CAPTAIN CFA STANDARDS: 25.03M (A-C), 25.04M 320.01 Recording & Playback 320.02 Retention 320.03 Request for Recordings Policy: The Department recognizes the ability to review communications, to immediately verify the content of the communication for compliance with governmental and departmental regulations, accuracy, and for possible evidentiary value, is of paramount importance. Accordingly, the Kissimmee Police Department’s Communications Center shall maintain such a system, and there shall be a procedure for reviewing and copying recordings as required. 320.01 Recording & Playback: The Department will maintain a system that pro vides for the continuous recording of all emergency and non -emergency telephone conversations and all radio transmissions within the Communication Center . Each workstation on the operations floor within the Communications Center shall be configured to allow Communications employees the ability to play back any telephone or radio recording immediately . [CFA 25.04M] Communications employees will use the audio playback software when needed to listen to previous telephone conversations or radio transmissions, but will not rely on this software as a means to gather information in lieu of requesting a repeat of the information or radio transmission. 320.02 Retent ion: All in -coming and outgoing telephone conversations and radio transmissions shall be recorded in a digital format on a server stored in a restricted area within the Communication Center . [CFA 25.03M – B] In accordance with state law, all recordings sha ll be maintained for a minimum of thirty (30) days. [CFA 25.03M – A] 320.03 Request for Recordings: [CFA 25.03M – C] All recordings are subject to review pursuant to applicable public records laws and pursuant to the Department’s Records Section polic ies. Request to review telephone conversations or radio transmissions may be granted by the on -duty Communications Supervisor or designee when the request meets the following criteria: a. The request is relate d to an active criminal or internal investigation ; c. The recording will be used as a training tool to improve performance in the future ; and/or d. Information from the recording is needed immediately. The Records Unit is responsible for reviewing and redacting all 911 telephone conversations pursuant to state law .
