KISSIMMEE POLICE DEPARTMENT GENERAL ORDER General Order 319 – Obtaining External Services Page 1 of 3 TITLE: OBTAINING EXTERNAL SERVICES 319 EFFECTIVE: 07/01/2015 REVISED: 10/17/2025 SCOPE : ALL EMPLOYEES REVIEW AUTHORITY: SUPPORT SERVICES DIVISION CAPTAIN CFA STANDARDS: 25.07M (A-F) 319.01 Fire Suppression Equipment 319.06 Locksmiths 319.02 EMS/Ambulances 319.07 Marine Rescue 319.03 Human Services 319.08 Aviation Support 319.04 Wreckers 319.09 Utilities 319.05 Taxis 319.10 Public Relations Policy: This General Order has been established to confirm external services are obtained quickly and directed to the citizens or field units requiring them. 319.01 Fire Suppression Equipment: [CFA 25.07M – A] The Kissimmee Fire Department is responsible under the City’s Charter to provide fire suppression servic es to areas with in incorporated Kissimmee as well as any contracted areas. The Kissimmee Police Department’s Communications Center is the designated Public Safety Answering Point and dispatch center for the Kissimmee Fire Department for all fire suppressio n related calls for service. Request s for Fire Department services within the jurisdiction of the Kissimmee Fire Department shall be processed pursuant to the Fire Radio Procedures & Communications polic ies. Requests for Fire Department services outside the jurisdiction of the Kissimmee Fire Department shall be transferred to the correct agency having jurisdiction. Request s for environmental or HAZMAT services shall be made by the Kissimmee Fire Department’s on -scene Incident Commander . [CFA 25.07M – B] 319.02 EMS/Ambulances: [CFA 25.07M – C] The Kissimmee Fire Department is responsible under the City’s Charter to provide medical services to areas within incorporated Kissimmee as well as any contracted areas. The Kissimmee Police Department’s Communications Center is the designated Public Safety Answering Point and dispatch center for the Kissimmee Fire Department for all medical related calls for service. Request for medical assistance (EMS/Ambulance) within the jurisdiction of the Kissimmee Fire Department shall be processed pursuant to the Fire Radio Procedures & Communications and Medical Priority Dispatch System polic ies. KISSIMMEE POLICE DEPARTMENT GENERAL ORDER General Order 319 – Obtaining External Services Page 2 of 3 319.03 Human Services: [CFA 25.07M – B] Prior to directing any caller requiring human services or assistance from victim advocates, employees will confirm immediate assistance is not required. Request for non -emergency human service assistance received over the telephone shall be handled by supp lying the caller the name and telephone number of the agency or organization that is capable of handling the caller’s particular needs. 319.04 Wreckers: [CFA 25.07M – E] Field units may request a wrecker to respond for Police or Fire Department business and calls involving the citizens. Employees shall contact the Communications Center to request a wrecker from the Tow Rotation List. 319.05 Taxis: [CFA 25.07M – F] Upon receipt of a request for a taxi from a field unit, Communications personnel will attem pt to secure a taxi with the quickest response time unless the field unit requests a specific company. Requests for taxis received by phone, from the general public, will not be handled by the Department due to a possible conflict where preference for a certain company could be inferred. Communications personnel will direct such callers to conduct a web search or use another similar directory. 319.06 Locksmiths: [CFA 25.07M – F] Request for locksmiths, in non -emergency situations, which are received by pho ne from the general public will not be handled by the Department due to a possible conflict where preference for a certain company could be inferred. In cases where a field unit is flagged down by a citizen requesting a locksmith, and the citizen does not have access to a phone, the Department will assist the citizen and handle the request. Request for locksmiths for emergency situations where someone is locked in a house or vehicle, and entry must be gained for safety reasons, the Kissimmee Fire Department shall be dispatched pursuant to the Department’s Fire Dispatch Protocols. 319.07 Marine Rescue: [CFA 25.07M – F] Upon receipt of a call for assistance from a marine operator, Communications Center personnel will first attempt to contact an on -duty Marine Unit officer and if none can be contacted, transfer the caller to the Osceola County Sheriff’s Office for assistance. The employee processing the request will open a call in CAD and document the location of the incident, exact nature of the incident, and any actions taken by the Department. The employee will also contact the Marine Unit Commander for notification. After the call is transferred to the Osceola County Sheriff’s Office, the on -duty Watch Commander shall be notified by Communications personnel when there are any serious, in -progress incidents occurring on Lake Tohopekaliga. Patrol Officers may be required to meet responding marine units to deal with any criminal activity that has occurred within the City’s jurisdictiona l waters once the parties are on land. 319.08 Aviation Support:
