Policy: To maintain a safe, secure, healthy, and professional working environment within the
Kissimmee Police Department’s Communications Center.
316.01 Responsibility: It is a required standard of performance that personnel assigned to the
Communications Unit accept responsibility for the proper use an d protection of their workstations
including all systems and the minor housekeeping chores necessary to maintain their work area
during their tour of duty. A 24 -hour-a-day, 7 -day-a-week operation requires close cooperation by
all involved.
316.02 Building Security: The Communications Center is equipped with a computerized access
control system. Communications personnel shall be issued identification cards printed on
proximity access cards. Identification cards / proximity cards shall be used by employees t o access
the Communications Center. [CFA 25.01M – A]
The following security locking procedures will always be in place:
a. Entry into the Communications Center will only occur through the front entry doors;
b. The front entry doors will remain closed and locked at all times;
c. The rear emergency exit door will remain closed at all times; and
d. The gate allowing access to the radio tower, air conditioning units, emergency generator
and emergency generator fuel tank will remain closed and locked at all times. [CFA

Page 2 of 4 316.03 Access: [CFA 25.01M – A] No employee will permit an unknown person entrance into the
Communications Center without authorization from the Communications Manager or the on -duty
Communication Supervisor.
Access to the Communications Center is limited to employees assigned to the Communications
Unit, Department supervisors and senior staff members. Other employees may temporarily enter
the Communications Center to complete errands (i.e. pick up teletypes , enter a missing person into
FCIC/NCIC , etc.).
Tours of the Communications Center by citizens, other law enforcement agencies, fire/EMS
personnel, or family members of employees shall be prearranged though the Communications
Manager or the on-duty Communications Supervisor.
Access to the Com munications Center for the purpose of engaging Communications Personnel in
distracting conversation is not allowed.
Service and repair personnel shall be granted access to perform needed repairs as long as their
credentials have been reviewed and verified by the Communications Manager or the on-duty
Communications Supervisor.
Only City employees or repair and service personnel who have been vetted pursuant to Criminal
Justice Information Systems (CJIS) standards shall be permitted unescorted access within the
Communications Center. Non -vetted subjects must be constantly escorted and monitored by a
member of the Department, building maintenance, or a member of the City’s Information
Technology Department to prevent unauthorized access to Criminal Justice In formation (CJI) or
Personally Identifiable Information (PII).
All visitors, to include vendors, who do not have access to the Communication Center with a
Department -issued identification card, shall be required to sign in on the visitor log, as instructed
in General Order 301 – Facility Security .
316.04 Restricted Areas: [CFA 25.01M – B] The Communications Center is considered a secure
facility. The following areas within or at the Communications Center are considered restricted
areas and will remain secure at all times:
a. Telephone and data room;
b. Radio communications room;
c. Electrical and UPS room;
d. Air handler room; and
e. Radio tower and emergency generator site. [CFA 25.01M – C]

Page 3 of 4 Access to restricted areas within the Communication Center is limited to the Department’s senior
staff members, Communications Manager, Communicat ions Supervisors, and authorized service
personnel. [CFA 25.01M – A]
316.05 Video Surveillance: Numerous security cameras have been installed on the exterior of the
Communications Center allowing for 24 -hour recording coverage. The Communications Manager
and the Communications Supervisors will have access to the video recordings of the
Communications Center in the event an incident arises and the immediate playback of video is
required. If the video surveillance system fails, the Communications Manager shall be contacted
immediately.
316.06 Workstations: The surfaces of all Communications work -areas shall be kept clean and
free of debris, food and liquids which could possibly enter working mechanisms or electronic
circuitry. Saf ety cups with closed lids should be used for all beverages and no open bottles or cans
should be placed in proximity to any electronic equipment including electronic consoles and
keyboards.
