The Volunteer Program is designed to enhance the delivery of services by allowing enthusiastic, dependable, and committed volunteers to wo rk alongside Department employees. Volunteers shall be used to supplement and complement paid employees, but shall not replace the duties assigned to them. By serving, volunteers shall be providing the opportunity to make a positive contribution to their c ommunity. 311.01 Requirements: Applicants shall be required to file the volunteer application with the City of Kissimmee’s Human Resources and Risk Management Department. All volunteer applicants shall be subjected to background investigations. The volunteer’s background investigation shall be the same as that of a civilian employee. Services are voluntary and there is no moneta ry compensation or other benefits normally afforded to regular employees. Volunteers shall be recruited consistent with City Policy 301 – Equal Opportunity . Volunteer applicants must be at least eighteen ( 18) years of age. 311.02 Volunteer Coordinator: The Volunteer Coordinator shall be assigned by the Chief of Police or designee. The Coordinator shall be responsible for the administration and management of the volunteer program. Volunteer assignments shall be at the discretion of the Coordinator. The Chief of Police or designee reserves the right to deny any volunteer assignment and/or re - assign volunteers to new assignments. The Volunteer Coordinator is responsible for scheduling and assigning all volunteers at the Department. Scheduling of volunteers shall be on a case by case basis and will depend upon the volunteer’s specific assignment. KISSIMMEE POLICE DEPARTMENT GENERAL ORDER General Order 311 – Volunteer Program Page 2 of 4 The City’s Human Resources and Ris k Management Department shall be responsible for maintaining files for each approved volunteer. Any unit within the Department desiring the assignment of a volunteer shall notify the Volunteer Coordinator by completing the Volunteer Request Form . Each Volunteer Request Form shall list the specific duties and responsibilities of the position as well as define any authority to be given to the volunteer by the Departm ent. 311.03 Orientation: The purpose of orientation is to provide an overview of the Department, explain expectations, provide policy and procedures of the Agency , and discuss volunteer positions. Orientation is a requirement for all applicants. Applican ts who do not attend will be removed from the program. Orientation shall be documented on the Volunteer Training Form and shall be forward to the Training Unit. 311.04 Personal Appearance and Conduct: Volunteers are expected to follow the Department’s General Orders and the City’s Administrative Rules & Regulations Manual concerning personal appearance and conduct; as they apply to civilian employees. [CFA 7.01M] Depending upon their assignment, volunteers may be issued and/or required to wear uniforms. Volunteer uniforms will be distinctly different from that of sworn department members. 311.05 Limits of Authority: [CFA 2.09M] Volunteers have no law enforcement authority and shall not perform any law enforcement actions normally performed by an officer. Any limited authority of latitude extended to them shall be clearly defined in their job description and covered in their orienta tion training. 311.06 Identification and Access: Upon final approval, the Supports Services Captain or designee shall have an identification card made as defined in General Order 301 – Facility Security . Volunteers shall prominently display their identification card at all times while inside the Department. Volunteers shall not display their identification card at any time when they are not actively serving the Department. Volunteers will be permitted unescorted access to physically secure locations within police facilities following a background investigation , a state and national fingerprint -based record check, and su ccessful completion of the required CJIS Security Awareness Training. 311.07 Training: [CFA 13.01 M] Prior to being utilized, volunteers shall be provided training to include time management systems to track their volunteer hours. Volunteers shall receive on the job training within the division/unit assigned. The training shall be documented on the Volunteer Training Form and forward to the Training Unit. Additional training, workshops, and classes may also be offered to volunteers through the Training Unit. 311.08 Duties and Responsibiliti es: [CFA 13.01M] Volunteers may be utilized in any clerical position, victim services, Communications, or any other non -sworn positions, as approved by the Chief of Police or designee . Volunteers may be utilized in training when it has been determined that they possess subject matter expertise that would be beneficial to the Department.
