KISSIMMEE POLICE DEPARTMENT GENERAL ORDER General Order 308 – Traffic, DUI, and Parking Citations Page 1 of 5 TITLE: TRAFFIC, DUI AND PARKING CITATIONS 308 EFFECTIVE: 07/01/2015 REVISED: 10/03/2025 SCOPE : ALL EMPLOYEES REVIEW AUTHORITY: SUPPORT SERVICES DIVISION CAPTAIN CFA STANDARDS: N/A 308.01 Issuance and Storage 308.06 Lost / Stolen Citations and Tickets 308.02 Completed Citations & Parking Ticket 308.07 Voided Citations / Parking Tickets 308.03 Processing Completed Citations 308.08 Return of Citations / Parking Tickets 308.04 Amended / Dismissed Citations 308.09 Evaluations and Audits 308.05 Processing Parking Tickets Policy: The Kissimmee Police Department Records Division has established guidelines for the preparation, processing, and maintenance of Uniform Traffic Citations, Electronic Traffic Citations, DUI Citations, and Parking Tickets. This process is in accordance with Florida Statutes, City of Kissimmee City Ordinances, and procedures established by the Osceola County Traffic Court, Osceola County Clerk of Courts, and the Department of Hig hway Safety and Motor Vehicles (DHSMV). 308.01 Issuance and Storage: The State of Florida issues Uniform Traffic Citations, Electronic Traffic Citation numbers, and DUI Citations to the Department. Parking Tickets shall be purchased from an approved vendo r. The Quartermaster shall maintain a supply of Uniform Traffic Citations, Electronic Traffic Citation numbers, DUI Citations and Parking Tickets in a secure storage location. A supply of the citations and tickets shall be kept in a secured location with in the sergeant’s office for issuance when the Quartermaster’s office is closed. When an employee obtains a citation or parking ticket book they will verify all the citations and tickets are in the book. The employee shall complete and sign the receipt a ttached to the book. The receipt shall remain in the sergeant’s office until retrieved by the Quartermaster. If any citation or ticket is missing or damaged, the entire book shall be returned to the Quartermaster’s office with a brief explanation of the problem. Electronic Citation Numbers shall be issued as follows: a. The Quartermaster shall contact DHSMV to obtain a block of electronic citation numbers; KISSIMMEE POLICE DEPARTMENT GENERAL ORDER General Order 308 – Traffic, DUI, and Parking Citations Page 2 of 5 b. The Quartermaster shall maintain a list of all the electronic citation numbers issued to the Department on the dissemination log; c. Prior to issuing the electronic citation numbers to an employee, the Quart ermaster shall check the dissemination log and the Records Management System (RMS) Citation Module to ensure the numbers have not previously been issued; and d. Complete an Information Technologies help desk ticket requesting to have the electronic citations uploaded into the system. The Quartermaster shall utilize the receipts to enter the following data into the RMS Quartermaster Module: a. Receipt number; b. Empl oyee Identification Number; c. Date the book was issued; d. Beginning citation number; and e. Number of citations issued. The Quartermaster shall forward the receipts and the dissemination log to the Records Unit for file retention and destruction. The employee receiving Uniform Traffic Citations, Electronic Traffic Citation numbers, DUI Citations, and Parking Tickets shall be accountable for each one. 308.02 Completed Citations and Parking Tickets: Employees shall issue Uniform Traffic Citations to vio lators in accordance with Florida Statutes and procedures outlined in General Order 406 – Traffic Law Enforcement / Stopping and Approaching Vehicles . Parking tickets shall be issued in accordance with City of Kissimmee City ordinances. Supervisors shal l confirm that handwritten citations and parking tickets are properly completed. All citations and parking tickets completed during the shift shall be placed in the Records Unit box or digitally submitted prior to the end of the employee’s tour of duty, u nless authorized by the supervisor. All citations must be delivered to the Clerk of Courts within five (5) days of being issued, in accordance with Florida State Statutes. The Records Unit shall collect all citations and parking tickets left in the Recor d Unit box from the Patrol Division, Monday through Friday, by 0800 hours, excluding holidays. All parking tickets are administratively handled by the City Attorney’s Office. 308.03 Processing Completed Citations: The Records Unit is responsible to col lect and process citations and print an audit report of the uploaded citations daily, excluding weekends and KISSIMMEE POLICE DEPARTMENT GENERAL ORDER General Order 308 – Traffic, DUI, and Parking Citations Page 3 of 5 holidays. The audit report shall be compared to the submitted citations. If it is determined citations are missing, the issuing officer shall be co ntacted to submit the citation. The Records Unit shall check each uploaded citation to ensure the data was uploaded correctly. Any missing data shall be entered by the Records Unit. Handwritten citations shall be manually entered by the Records Unit. Once all citation information is entered and verified, a transmittal log shall be printed. The log shall again be compared to the submitted citations to ensure all citations are accounted for. If the original citation was left with the arrest packet at the jail, a copy of
