KISSIMMEE POLICE DEPARTMENT GENERAL ORDER General Order 307 – Report Writing Page 1 of 4 TITLE: REPORT WRITING 307 EFFECTIVE: 07/01/2015 REVISED: 10/03/2025 SCOPE : ALL EMPLOYEES REVIEW AUTHORITY: PATROL CAPTAIN CFA STANDARDS: 26.09M (A-F) 307.01 Offense / Incident Reports 307.07 Supervisor Review and Approval 307.02 Lost / Recovered Property 307.08 Victim / Witness Statements 307.03 Florida Traffic Crash Reports 307.09 Required Information for Reports 307.04 Arrest Reports 307.10 Submission and Processing of Reports 307.05 Supplemental Reports 307.11 Watch Commander Log 307.06 CAD Entries Policy: It is the policy of the Kissimmee Police Department to document certain interactions between police personnel and citizens, witnesses, suspects, and arrestees. Employees and their supervisors shall complete incident reports, in addition to those listed in this General Order, when they feel the situation warrants the documentation. 307.01 Offense / Incident Reports: [CFA 26.09M – A] Employees shall conduct thorough investigations and document the information in the appropriate report format. The Department utilizes a Mobile Field Reporting System. Offense and Incident reports shall be prepared to document: a. Any criminal offense or vi olation of ordinance where charges are expected and committed within the City of Kissimmee or in another jurisdiction if the Kissimmee Police Department provided significant assistance to the investigating agency. b. Any non -criminal event occurring within t he City of Kissimmee and the Department was involved in: 1. Physical custody of any individual under the Baker Act, Marchman Act, juvenile status offense ( e.g. runaway, truancy, dependency), or other circumstances; 2. Missing children or endangered adults; 3. Potential civil liability for the Department or the City of Kissimmee; and 4. Any circumstances requiring further action by the Kissimmee Police Department. c. Whe n a supervisor orders a report to be taken. KISSIMMEE POLICE DEPARTMENT GENERAL ORDER General Order 307 – Report Writing Page 2 of 4 307.02 Lost / Recovered Property: [CFA 26.09M – B] Lost / Recovered property reports will only be taken when the item is required to be entered into NCIC/FCIC or when such property is entered into evidence for safekeeping. All other Lost / Recovered Property will be documented through the CAD system with the exception of those identified in General Order 214 – Crash and Incident Review Process . 307.03 Florida Traffic Crash Reports: [CFA 26.09M – B] Employees shall complete and submit a Florida Traffic Crash Report as required by General Order 425 – Traffic Crash Investigation and applicable Florida Statutes. 307.04 Arrest Reports: [CFA 26.09M – D] Employees shall complete and submit Arrest Reports using the Mobile Field Reporting System to document all arrests and Affidavits of Prosecution Summary (APS). 307.05 Supplemental Repor ts: Employees shall complete a supplemental report any time additional information is obtained, or corrections are necessary. A supplement shall be completed for the recovery of missing persons, stolen vehicles, or other stolen property. The reporting empl oyee shall be responsible for assuring the teletype operator has removed the person or property from NCIC/FCIC and shall indicate such in the report. Teletype printouts shall be attached to the Electronic Incident Report Transmittal Form. All supplementa l reports completed by employees assigned to the Patrol Division, the Special Operations Division and The Criminal Investigations Division except as authorized by a supervisor, shall be submitted before the end of the employee’s tour of duty. All supplemental reports completed by employees assigned to the Criminal Investigations Division shall be completed within the following time frame: a. Supplement reports by detectives shall be completed every sixty (60) days to update the progress of assigned cases that remain open; b. In cases of open homicides and missing adults where no endangerment exists, supplemental reports shall be submitted by June 30th of each year to update case progress; and c. Cleared by arrest supplement reports made by detec tives shall be completed within seven (7) days of the arrest. An Electronic Incident Report Transmittal Form shall be completed and attached to all Mobile Field Reporting System supplemental reports. [CFA 26.09M – B] 307.06 CAD Entries: Employees other t han Communications personnel shall not use a CAD entry in lieu of a police report. CAD entries shall be minimal in nature and used to document an employee’s actions when a police report is not required. 307.07 Supervisor Review and Approval: [CFA 26.09M – F] All reports shall be submitted before the end of the employee’s tour of duty except as authorized by a supervisor.
