KISSIMMEE POLICE DEPARTMENT GENERAL ORDER General Order 305 – Exposure Control Plan Page 1 of 11 TITLE: EXPOSURE CONTROL PLAN 305 EFFECTIVE: 07/01/2015 REVISED: 10/10/2025 SCOPE : ALL EMPLOYEES REVIEW AUTHORITY: PROFESSIONAL STANDARDS SECTION LIEUTENANT CFA STANDARDS: 14.08M (E), 29.01M (A-H), 29.02M (A-I), 29.03M 305.01 Infectious Control Officer 305.05 Exposure Incident Procedures 305.02 Employee Exposure Determination 305.06 Post-Exposure Evaluation/Follow -Up 305.03 Exposure Control Measures 305.07 Recordkeeping 305.04 Personal Protective Equipment (PPE) 305.08 Training Policy: It is the policy of The Kissimmee Police Department to ensure that employees who are in high-risk exposure occupations have the necessary understanding and equipment to limit exposures. These precautions serve to protect agency members and the gene ral public. Employees shall be provided with and/or have access to safety equipment and supplies necessary to minimize the risk of exposure . Training on the Exposure Control Plan shall be required of all employees at risk of occupational exposure. Supervis ors shall monitor adherence to recommended measures. If monitoring reveals a failure to follow recommended precautions then counseling, education and/or retraining shall be provided; and, if necessary, appropriate disciplinary action shall be taken. The Kissimmee Police Department Exposure Control Plan shall meet the standards established by the Department of Labor, Occupational Safety and Health Administration (OSHA 29 CFR, Part 19010.1030 effective date March 6, 1992) and the National Institute of Occupat ional Safety and Health (NIOSH). 305.01 Infectious Control Officer: The Infectious Control Officer is an agency member assigned to oversee and be responsible for the implementation, mainten ance, and review of the Exposure Control Plan (ECP) on an annual basis. [CFA 29.01M – H] The Infectious Control Officer, in conjunction with the Training Unit, shall be responsible for providing and documenting training and making the written ECP available to all employees, OSHA and NIOSH representatives. 305.02 Employee Exposure Determination: The following Department job classifications may be associated with tasks hav ing occupational exposure to blood, unknown chemical substances or other potentially infectious material [CFA 29.01M – A]: a. Sworn Employees – During the normal course of their duties, employees shall make arrests, conduct searches, administer first aid, an d collect potentially infectious evidence; KISSIMMEE POLICE DEPARTMENT GENERAL ORDER General Order 305 – Exposure Control Plan Page 2 of 11 b. Community Service Officers – During the normal course of their duties, employees shall conduct searches, administer first aid and collect potentially infectious evidence; c. Evidence Technicians – During the normal course of their duties, employees shall collect, process, store, and destroy evidence that may be contaminated with blood or other potentially infectious evidence ; d. Crime Scene Technicians – During the normal course of their duties, employees shall collect and process evidence that may be contaminated with blood or other potentially infectious materials; and e. Park Ranger s – During the normal course of their duties, employee s shall maintain the parks, including the areas that may be contaminated with blood or other potentially infectious materials. Those employees identified to be at risk for occupational exposure to blood or other potentially infectious materials (OPIM), sh all adhere to the procedures and work practices outlined in this General Order. All employees have access to the Exposure Control Plan (ECP) through the Department’s PowerDMS system. 305.03 Exposure Control Measures: To limit occupational exposure, t he Department shall provide all necessary personal protective equipment (PPE) , engineering controls (e.g. sharps containers), labels and red hazardous waste bags for use by Department employees . [CFA 29.01M – G] a. Employees shall contact the Infectious Control Officer with any questions, concerns or comments regarding engineering or work practice controls. b. Employees should be aware that any person they come into close contact with may be a potential carrier of an infectious disease. Precautions and protective measures taken by Department employees should be based on evaluation of available facts and good judgment. Hepatitis B Vaccination Program – The Hepatitis B vaccine series is available to all employees identified in this General Order who may be at risk for occupational exposure to blood borne pathogens and infectious diseases. a. Vaccinations are provided at no cost to the at -risk employee and shall be administered by the City of Kissimmee Human Resources and Risk Management Department. Vaccinations shall be made available to any employee in an at -risk category within ten (10) working days of initial assignment. Employees who do not wish to r eceive the vaccination shall sign a waiver, indicating their desire not to have the vaccination administered. An employee who initially declines participation in the program may opt to participate in the program at any time in the future by contacting the Human Resources and Risk Management Department
