Policy: Effective training prepares employees to act decisively and correctly in a broad spectrum
of situatio ns and reduces the Department’s exposure to liability. In establishing a guideline for the
development, organization, and administration of Department training, Kissimmee Police
Department provides training mandated by the Criminal Justice Standards and Tr aining
Commission (CJSTC). In addition, training must also encompass the philosophy of the Department
in administering applicable State and Federal Laws, local ordinances, and Department policy.
Training shall prepare employees of the Department to interac t with the public and with fellow
employees in a fair and equitable manner.
304.01 Training Unit: The Training Unit is a component of the Professional Standards Section
and is responsible for coordinating recruit, advanced, in -service, and specialized training.
The Training Coordinator will review, evaluate, and update training programs to ensure tra ining
is task related and conforms to current law and Department policy. The Training facility staff
duties shall include:
a. Program development to include policies and procedures related to career development and
training;
b. Instructor selection, to include CJSTC approved high liability instructors and other
certified subject -matter experts for in -service training;

c. Record keeping including current training records for each employee and a record for each
in-service course;
d. Coordinate with Field Training Of ficers and Supervisors in the management of the Field
Training Program;
e. The Training Coordinator shall document orientation for newly hired employees regarding
Department’s role, purpose, goals, policies and procedures; working conditions and
regulations; employee’s rights and responsibilities; and an explanation of the accreditation
process. The orientation shall take place within thirty (30) days of being hired; and
f. The Training Coordinator may assign lesson plan review, testing materials, or related
materials to subject matter experts for presentations. Presentations may include
recommendations for approval, changes, or discontinuation of courses or programs.
The Training Unit shall be responsible for maintaining complete training records for each
empl oyee. [CFA 10.05M]
304.02 In -Service Training: The Training Unit is responsible for providing employees with in -
service training including mandatory Criminal Justice Standards and Training Commission
(CJSTC) requirements, legal updates, firearm qualification, response to resistance training and
less-lethal weapon training. All officers and civilian employees (to include volunteers) shall attend
training as required by applicable General Orders, State Standards, State and Federal Laws, or as
directed by a supervisor.
304.03 Types of In -Service Trainin g: In-service training is classified into five (5) categories.
The category and attendance requirements for each are as follows:
a. Computer Based Training – Legal updates or other training may be presented via
computer. Sworn officers and other designated employees shall meet participation
standards as established by the Training Unit.
b. Demonstration of Proficiency/Qualification – All areas in which the emplo yee is required
to demonstrate proficiency or achieve a qualification score (e.g. firearms qualification).
Attendance and demonstration of proficiency and/or qualification is mandatory for all
sworn officers. Officers missing annual proficiency and/or qua lification are required to
make up the training as soon as possible.
c. High Liability Topics – Classroom or situational training on identified high liability topics
(e.g. Response to Resistance, Vehicle Pursuits). Attendance is mandatory for all sworn
officers and other designated employees.
d. Mandatory Retraining Topics – Topics identified by the CJSTC as being required for
Mandatory Retraining. Failure to attend classes in this category will result in the loss
