Policy: The Recruitment Unit , in conjunction with the City of Kissimmee Human Resources and
Risk Management Department , is responsible for administering and coordinating the employment
application and selection process. Job description and task analysis classification, and delineation
of duties and responsibilities shall support recruitment strategies and procedures. The Department
will comply with the Criminal Justice Standards and Training Commission (CJSTC) selection and
background guidelines.
302.01 Recruitment Procedures: [CFA 8.01M] The Kissimmee Police Department shall provide
training to individuals assigned to recruitment activities . Training shall be in the areas of personnel
matters, especially equal opportunity/af firmative action, as it affects the management and
operations of the Department. Recruitment literature and employment applications shall advertise
as “An Equal Opportunity Employer ”. [CFA 8 .03]
302.02 Employment Standards: Applicants shall meet specific standards as outlined in this
General Order. Applicants who are ineligible based on examinations, interviews, investigations or
tests shall be notified in writing by the Recruitment Unit.
The Chief of Police may waive or modify any standard not specifically required by law.
Drug Use – To be eligible for an appointment, an applicant must not have used, experimented
with, or possessed marijuana within the last year.

Page 2 of 9 Additionally, an applicant must not have used, tried, experimented with, or possessed any other
illegal controlled substance (except marijuana); or abused prescription drugs in the previous three
(3) years. All drug use will be evaluated on a case by case basis.
Applicants must not have ever sold, delivered, cultivated, or manuf actured any controlled
substance illegally. However, the Chief of Police may exercise discretion and consider each case
individually.
Criminal History – Any person who pleads guilty or nolo contendere to, or is found guilty of, any
felony or misdemeanor i nvolving perjury, false statement or domestic violence shall not be eligible
for employment, even if the sentence was suspended or adjudication withheld.
Armed Forces – Florida law prohibits a criminal justice agency from hiring an individual as an
offic er if that person has served in the Armed Forces of the United States and received a
Dishonorable Discharge.
Body Art, Branding, Piercing and Dental Jewelry – The Kissimmee Police Department strictly
prohibits the display of any body art or branding that depicts inappropriate conduct, intolerance or
discrimination against any race, religion, gender, or national origin. This includes any depiction of
an association with groups advocating hate or intolerance.
Body art or brandings are prohibited on the he ad and/or face unless approved otherwise by the
Chief of Police. Refer to General Order 208 – Appearance, Uniform and Equipment for additional
information.
Driving History – Applicants applying for a position that includes driving a Department vehicle
shall possess a valid driver’s license. In addition, applicants shall not be eligible for employment
if they possess a drivin g record that demonstrates repeated offenses or flagrant disregard for traffic
laws.
Sworn and Police Cadet Position Additional Requirements – In addition to the aforementioned
requirements, applicants for sworn positions shall comply with the following standards:
a. Be a United States citizen;
b. Be a minimum of twenty (20) years of age; and
c. Provide proof of completion from an accredited law enforcement academy whose
curriculum is in accordance with the CJSTC (except for Police Cadets). [CFA 4.03M]
302.03 Physical Abilities Test (PAT): [CFA 9.04] Sworn and Police Cadet applicants must also
successfully complete the Physical Abilities Test (PAT) which is both non -discriminatory and job -
related. The Recruit ing Coordinator shall coordinate with the Training Unit for administration of
the PAT for sworn officer applicants .

Page 3 of 9 Prior to participation in the PAT, the applicant must provide the agency with a completed Physical
Abilities Test Medical Release Form signed by a medical professional . The form shall be contained
in the application pac ket.
If an applicant fails the PAT, they will be allowed to retest up to two (2) times within one (1
