Policy: To guide sworn police officers in the procedures of retirement and separation from the
Department.
206.01 Procedures: When practical, sworn police officers shall notify the Chief of Police, via
Chain of Command, the Police Pension Board, and Human Resources and Risk Management
Department via memorandum of their intention to retire or separate from the Department. This
shall be done a minimum of ten (10) working days prior to the last day of work. This stipulation
is not required in the case of a medical retirement.
Sworn officer requirements for retiring shall include notification to the Chief of Police, via chain
of command, utilizing the Separation/Retirement memorandum which shall include:
a. The intended date of separation;
b. Any authorization for deduction of insurance or financial institution ;
c. Request for service weapon, identification card, and retirement badge; an d
d. Request for a Department retirement ceremony, if desired.
Sworn officer requirements for separation (non -retirement) shall include notification to the Chief
of Police, via chain of command, the Separation/Retirement memorandum which shall include:
a. The intended date of separation; and
b. Any authorization for deduction of insurance or financial institution .
Sworn officers are required to contact the Human Resources and Risk Management Department,
located at City Hall, at least sixty (60) days prior to th eir intended retirement date to schedule an

Page 2 of 3 appointment to begin processing the necessary paperwork. During this appointment, the necessary
paperwork to initiate enrollment in the DROP program shall be completed.
206.02 Office of the Chief Requirements: Upon notification of an officer filing a separation or
retirement notice, the Chief of Police or designee shall:
a. Forward the original Application for Service Retirement Benefits memorandum to the
Police Pension Board and a copy to Human Resources and Ris k Management Department;
b. Appoint a designee to organize a retirement ceremony , if desired by the officer, to include
the date, time and agenda; and
c. Make appropriate notifications to the City Manager and the Quartermaster.
206.03 Service Recognition: It is the practice of the Department to recognize and reward members
who have provided valuable service and/or became disabled in the line of duty. The award of
personal equipment to an officer shall be made to officers departing under honorable conditions.
Retirement Recognition: Officers who retire with twenty (20) or more years of service, upon
retirement, are eligible to receive a retired law enforcement retirement badge, retirement
identification card, and their service weapon at the discretion of the C hief of Police. Officers who
retire with ten (10) to nineteen (19) years of service, upon retirement, are eligible to receive a
retired law enforcement retirement badge and a retirement identification card. All officers upon
retirement are eligible to rece ive a retirement plaque, which shall be approved by the
Commendations Board chairperson and the retiree’s Division Captain.
Separation Recognition: Officers who have completed their probationary period, and leave the
Department eligible for rehire status , may request to receive their issued badge. The Chief of Police
shall make the final determination to issue a badge to the employee on a case by case basis.
Line -Of-Duty Disability: Officers retiring with a line -of-duty disability shall be eligible to receive
a retired law enforcement retirement badge, retirement identification card, and a retirement plaque.
At the discretion of the Chief of Police, officers retiring with a line -of-duty disability may be
awarded their service weapon.
Non-Line-Of-Duty Disability: Officers who retire under non -line-of-duty disability shall be
subject to the same retirement benefits as outlined in Retirement Recognition .
The Chief of Police may approve the awarding of a badge, identification card, or service weapon
to any officer separating or retiring from the Department.
206.04 Quartermaster Procedures: When an officer retires or separates from employment, they
shall:
a. Return any and all issued property, excluding boots or shoes;

Page 3 of 3 b. Sign the final return slip indicating what property has been returned;
c. Receive an itemized bill for any property not returned; and
d. Remit payment to the City for any non -returned property.
The purchase of other issued items and equipment at the current replacement cos t must be
approved by the Chief of Police or designee. Other items that cannot be reissued and are subject
to being destroyed may be awarded to a retiring officer, with the approval of the Chief of Police
or designee.
206.05 Office of the Chief Administr ative Assistant : Upon receiving the signed Personal Action
Form (PAF) and memorandum of the separated employee, the Administrative Assistant
