KISSIMMEE POLICE DEPARTMENT GENERAL ORDER General Order 201 – Standards for Police Department Conduct Page 1 of 15 TITLE: STANDARDS FOR POLICE DEPARTMENT CONDUCT 201 EFFECTIVE: 07/01/2015 REVISED: 11/19/2025 SCOPE : ALL EMPLOYEES REVIEW AUTHORITY: PROFESSIONAL STANDARDS SECTION LIEUTENANT CFA STANDARDS: 2.03M, 2.04M, 7.01M, 7.08M 201.01 Application 201.03 General Conduct 201.02 Violations 201.04 Categories and Groups of Discipline Policy: Law enforcement effectiveness depends upon community respect and confidence. Conduct that detracts from this respect and confidence or that calls into question the impartiality or integrity of Department employees is detrimental to the public interest and is prohibited. The purpose of this order is to establish an appropriate code of ethics worthy of the highest public expectations for the Kissimmee Police Department. 201.01 Application: This order applies to all officers and (where applicable) employees of the Kissimmee Police Department engaged in official duties, whether or not within the jurisdiction of this Agency. Unless otherwise noted, this order also applies to off -duty conduct. C onduct that is not mentioned under a specific rule, but that violates a general principle, is still prohibited. Nothing in this general order releases any employee from being accountable fo r all City of Kissimmee Rules and Regulations. Personnel transfers are not disciplinary in nature and are solely administrative. 201.02 Violations : 1. Abuse of Power 2. Accepting Compensations 3. Violation of Rules 201.03 General Conduct: 1. Abuse of Power (Category 9) – Personnel shall not use their official position, authority, title, or identification for personal or financial gain for themselves or their associates. Exceptions are agency pay and benefits and off -duty employment that is conducted consistent with agency policy. Personnel shall not use their o fficial position, authority, title, or identification to infringe upon a person’s civil rights or to otherwise violate the law. Accepting Compensations (Category 8) – Personnel shall notify the Chief of Police in writing prior to accepting compensation for personal injury or property damage incurred in the performance of official duties. 3. Alcoholic Beverages and Illegal Drugs in Agency Facilities (Category 8) – Personnel shall not store or bring into any agency facility or vehicles alcoholic beverages, contr olled substances, narcotics or hallucinogens except those which are lawfully held for evidence or for investigative, or other lawful, purposes. 4. Associations (Category 5) – Personnel shall avoid regular or continuous associations or dealings with persons whom they know, or should know, are persons under criminal investigation or indictment, or who have a reputation in the community or the Kissimmee Police Department for involvement in criminal behavior, except as necessary to the performance of off icial duties, or where unavoidable because of other personal relationships of the personnel. 5. Behavior and Language (Category 2) – In the performance of their duties, all personnel shall maintain command of temper, patience, and discretion. Employees shall refrain from using improper, obscene, profane, or insolent language.
