Policy: The purpose of this General Order is to establish guideline for the outside employment of
Kissimmee Police Department employees and to monitor and regulate the nature and duration of
outside employment as restricted by statute, and as it affects the operation of the agency.
118.01 Outside Employment: Employees who wish to participate in outside employment shall
submit an Outside Employment Permit Application via chain of comm and to the Chief of Police
or their designee. This application should be submitted a minimum of ten (10) days prior to the
commencement of the employment. All outside employment must have the approval of the Chief
of Police or their designee prior to the beginning of the employment. Supervisors are responsible
to ensure outside employment does not interfere w ith the employee’s primary duties with the
Department. A new Outside Employment Permit Application shall be submitted by January 15th
of every year. Changes or termination of outside employment shall be submitted within seventy -
two (72) hours through the chain of command to the Chief of Police or their designee.
118.02 Off-Duty Injuries and Disabilities: Employees sustaining injuries while engaged in
outside employment, are ineligible to receiv e benefits under the City’s Workers Compensation due
to a disability resulting from any outside employment, this includes any Courtesy Officers
compensated for security services and any employee who owns a business. Each employee
accepting outside employme nt shall be responsible for ascertaining if workers’ compensation or
other such injury insurance is provided by the outside employer.
118.03 Rules of Conduct: All employees participating in outside employment shall conduct
themselves in a professional and courteous manner, pursuant to the Department’s General Orders
and the City of Kissimmee Rules and Regulations.
118.04 Restriction on Employment: [CFA 2.10] Outside employment shall not be permitted if it
creates a conflict of interest or adversely impa cts the member’s primary duties to the Department,
City Ordinances, or policies.

Page 2 of 2 The below listed employment is specifically prohibited by law or by official policy of the
Kissimmee Police Department:
a. Employment involving the sale or distribution of al coholic beverages;
b. Employment involving bail bond agencies;
c. Investigative work for attorneys, insurance, collection or security agencies;
d. Employment as private security guards or private store detectives;
e. Employment involving or ownership of a dispensing organization ; and
f. Any other employment which adversely affects the performance of official duties or which
creates a conflict of interest.
118.05 Inspection and Control of Outside Employment Work Performance: Outside
employment may be immediately terminated by the Chief o f Police or their designee if it’s
determined to conflict with the employee’s normal duties. Management reserves the right to limit
the number of hours that an employee may work at the outside employment when deemed in the
best interest of the employee or the Department. Employees shall not jeopardize their physical or
mental health and shall provide for not less than eight (8) hours of rest within a twenty -four (24)
hour period. Any employee who accepts outside employment does so with the understanding that
their Department employment is the primary employment and they must make arrangements to be
relieved from outside employment when called to emergency service by the Department.
When a sworn member is engaged in non -law enforcement -related outside em ployment and they
become aware of a criminal offense, it shall be their responsibility to ensure on -duty officers or
the appropriate law enforcement agency respond to investigate the incident, unless immediate law
enforcement action is needed .
