Policy: It is the goal of the Kissimmee Police Department to make enhancements to the
organization through the Technology Enhancement and Management Process Overview
Committee (TEMPO).
117.01 Committee Mission: The committee’s mission is to review, research, tes t, and recommend
improvements to programs, processes, and methodologies to enhance organizational performance.
TEMPO will focus on technology, techniques, programs and processes.
117.02 Committee Members: The Chair and Co -Chair of the committee shall be a ppointed by
the Chief of Police or his designee. The Committee shall consist of nine (9) employees representing
various divisions and ranks of the Department, including civilian employees. Discretion will be
used to ensure the Committee is made up of a fai r representation of the Department.
With the exception of the Chair and Co -Chair, the employees appointed to the Committee, shall
serve a term of two (2) years. Extensions may be granted by the Chair if the member is currently
working on a project when t heir term expires. When a vacancy exists, an announcement will be
posted to the Division needing a representative. The Chair and Co -Chair shall make their selection
based on the employees who expressed interest with input from the employee’s chain of comma nd.
Each member must participate in the meetings as well as take part in projects in order to remain
on the Committee. If at any point a member’s performance falls below standards , the Chair and
Co-Chair will address the deficiencies with the member and provide an opportunity for
improvement. Members may be replaced if there is no improvement. All members will conduct
themselves professionally and will treat all other department employees with respect. Failure to
comply with this standard will result in t he member being removed from the Committee.
In the event the Chair is not available, the Co -Chair shall serve as Acting Chair. A quorum of five
(5) members must be present before business can be conducted. Each member shall have one (1)
equal vote and a majority of those present is required to pass a motion. Minutes will be kept at all
Committee meetings.

117.03 Project Requests: Any employee can recommend a project for the Committee to review.
Recommendations for projects shall be made via memorandum an d forwarded through the chain
of command to the Committee Chair. The memorandum shall include a synopsis of the project
with any supporting documentation. Employees making the recommendation shall be offered the
opportunity to participate in the project.
117.04 Project Assignments: Assignments shall be made at the discretion of the Chair and Co -
Chair member. A Project Leader will be appointed when several members are assigned to the same
project.
A project review shall be completed at each Committee mee ting to evaluate the progress and assign
new deadlines. Each member will have an opportunity to review all projects and are encouraged
to provide feedback.
The Committee may decline a project with a vote. An explanation will be provided to the
request ing project member by the Chair or a designee. Each project that is researched and proposed
by the Committee must have the approval of the Chief of Police or designee prior to
implementation in the Department.
117.05 Committee Records: Records will be kept to document each project assigned to the
Committee. The records will include Committee members assigned to work on the project, the
assigned date, and completion date or date reassigned to another division. The records will be
housed by the Chair .
