KISSIMMEE POLICE DEPARTMENT GENERAL ORDER General Order 116 – Personnel Availability Page 1 of 2 TITLE: PERSONNEL AVAILABILITY 116 EFFECTIVE: 07/01/2015 REVISED: 09/22/2025 SCOPE : ALL EMPLOYEES REVIEW AUTHORITY: OPERATIONAL BUREAU DEPUTY CHIEF CFA STANDARDS: 1.06 (C), 14.01M 116.01 Law Enforcement Availability 116.04 Supervisor Responsibilities 116.02 Follow -up and Support Services 116.05 Communication Responsibilities 116.03 Call Out Procedures Policy: The Kissimmee Police Department shall respond to calls for service on a twenty -four (24) hour basis. Detectives, technicians, specialty teams, and other employees of the Department for certain serious crimes and circumstances, outside of normal duty hours , shall be available through a call -out method. In order to facilitate this process , the Department ma intains an on -call rotation list of personnel who may be subject to call. The rotation list shall be accessible to all personnel. 116.01 Law Enforcement Availability: [CFA 14.01M] The Kissimmee Police Department maintains communications and patrol functions on a twenty -four (24) hour, seven (7) day per week basis. Individuals may contact the Police Department directly at any time via phone, or by walk - in at the police station . The Department’s telephone numbers are listed on the i nternet and on the agency’s web and social media page (s). Additionally, the Department has the capability to receive calls by transfer from the 911 transfer line. Kissimmee Police Department 8 N. Stewart Avenue, Kissimmee, FL 3 4741 Emergency Phone: Dial 911 Non-Emergency Phone: (407) 846-3333 While the Department’s lobby is only open Monday through Friday during normal business hours, excluding holidays, the lobby vestibule is open on a twenty -four (24) hour , seven (7) day per week basis and is equipped with a self -service phone which automatically connects the caller to the agency’s communications center for assistance . Officers shall respond to calls for service, emergency and routine, within the Departme nt’s geographical jurisdiction and shall be continuously available on a twenty -four (24) hour basis. Generally, those calls for service within the geographical area of jurisdiction shall have a sworn or civilian employee dispatched to the complainant or i ncident location to complete a preliminary investigation, and determine the need for further investigation, referral, or additional services. KISSIMMEE POLICE DEPARTMENT GENERAL ORDER General Order 116 – Personnel Availability Page 2 of 2 The dispatcher or a Department employee may complete some calls for service over the telephone. In cases where th is is practical and in accordance with Department policy, telephone response is appropriate. The Department employee shall communicate the need for follow -up to a shift supervisor. Officers responding to calls outside the area of geographical jurisdiction shall be referred to the appropriate agency using the most expeditious means possible. 116.02 Follow -up and Support Services: Follow -up and support services such as investigative services, Forensic Unit services, or victim’s advocate services are routine ly available during normal business hours. Support and Forensic Unit services shall also be available after normal business hours, for emergencies, on an on -call, or call -back basis. Rosters of those personnel subject to response for law enforcement emerg encies shall be maintained and available to supervisors and communications personnel. 116.03 Call -Out Procedures: While on call, assigned personnel shall maintain contact with the Communications Unit via radio or cell phone. They may also leave an alternate telephone number where they may be reached. On -call personnel shall have all their normal duty equipment, badg e and credentials, and service weapon in their possession at all times. In addition, specialty units, technicians, and any other person qualified to carry or operate specialized equipment, weapons, etc., shall confirm these items are readily available. Det ectives may be consulted at any time during their normal duty hours. [CFA 1.06 – C] 116.04 Supervisor Responsibilities: Supervisors shall provide the Communications Unit with an updated roster of individuals accountable for being on call. The roster shal l include the dates each individual is on call and an alternative individual. The roster shall list the beginning and ending dates for the individuals on call. Investigative or specialty unit supervisors shall determine the call - out criteria for a particul ar incident. If there is a conflict between patrol supervisors and on -call personnel regarding the criteria for a call -out, a patrol lieutenant shall resolve the conflict. 116.05 Communication Responsibilities : Communications Unit shall be responsible for maintaining a current list of on -call personnel. The list shall be kept in a secure manner to protect the privacy of home telephone numbers and disposed of in accordance with Florida Administrative Code Rule 1B 24.003 (10). Upon request, Communications Unit shall provide the name, home telephone number, and cell phone number of the requested personnel to the field supervisor .
