Policy: Officers of the Kissimmee Police Department are provided a c areer advancement program
that provides career guidance, recognition of accomplishments, and financial incentives for non -
supervisory officers. The Career Advancement Program provides a distinct career track for officers
who want to go above a nd beyond the minimum requirements of their jobs and who wish to be
recognized and rewarded for their extra efforts.
113.01 Program Levels: There are three (3) levels of advancement in the Career Advancement
Program:
a. Police Officer First Class: Minimum of seven ( 7) years of service.
b. Senior Police Officer: Minimum of ten (10) years of service .
1. Must have been Police Officer First Class.
c. Master Police Office r: Minimum of thirteen ( 13) years of service.
1. Must have been a Senior Police Officer.
113.02 Entering Program: An officer who wishes to participate in the Career Advancement
Program should make an appointment to speak with the Career Advancement Program
Coordinator. The Coordinator will assist the officer with the set -up of their Career Development
File. They will discuss the three (3) levels of advancement, the minimum requirements needed to
advance, and define how and where credits are earned.

New off icers are encouraged to start participating early in their career. Once an officer completes
the Field Training Program, they may begin to participate and record activities.
113.03 Advancement through the Program: Officers will start at the Police Officer First Class
level when they initially enter the program. In order to advance through the three (3) levels of the
Career Advancement Program, an officer must complete seniority requirements; complete mandatory
training; earn a set number of points in each level; and earn a minimum number of points in the areas
of training, professional achievement, community relations, and community service. Points are
granted for involvement in activities that are considered going " above and beyond" the requirements
of an officer’s current job assignment.
The Kissimmee Police Department Career Advancement Program is voluntary and is limited to non -
supervisory officers. The officer chooses whether to participate and how far they wis h to advance in
the program. An officer may participate in Career Advancement and still take the Corporal’s Test.
Once promoted to Corporal, an officer is no longer eligible to participate in the Career Advancement
Program.
Since Career Development is a v oluntary program, the officer is responsible for documenting and
recording all of their activities for credit in their own Career Development File. Activities will not be
recorded automatically.
Exceptions for officers in the Community Engagement Unit, Metropolitan Bureau of
Investigations, and Task Forces may be made for meeting the specific requirements in the
Communi ty Relations and Community Service categories. These exceptions must be requested
and approved by all Division Captains.
113.04 Program Benefits: Bonuses are awarded at each level of the Career Advancement Program.
The annual bonuses will be paid out ever y year the officer attains the requirements of their specific
level in accordance with the current Collective Bargaining Agreement.
In addition to bonuses, all participants that successfully meet the program requirements will wear a
uniform insignia that will vary depending on the level of completion, for which they will be
recognized throughout the department and community.
113.05 General Program Requirements: There are several general requirements that will follow
the officer through the Career Advance ment. The general requirements are the following:
a. All officers must meet the tenure requirement prior to October 1st the year of their
participation;
b. All officers must meet all of the program requirements prior to October 1st ;
c. All officers must be in Good Standing as defined in the Collective Bargaining
Agreement;

Page 3 of 11 d. All officers must obtain an overall Exceeds Expectation on their annual evaluation ending
September 30th of the year of their participation;
e. All officers must be at each level for a minimum of two years in order to be eligible for
the next level;
f. Payments will be made before the end of the year.
113.06 Program Levels and Eligibility: The Career Advancement Program is designed to allow
officers to work steadily and consistently in the program with advancements occurring every two (2)
to three (3) years.
a. Police Officer First Class:
• Seven years (84 months) of service
• Remain in good standing for 12 months prior to entrance into the program
