KISSIMMEE POLICE DEPARTMENT GENERAL ORDER General Order 111 – Awards and Commendations Page 1 of 7 TITLE: AWARDS AND COMMENDATIONS 111 EFFECTIVE: 07/01/2015 REVISED: 09/26/2025 SCOPE : ALL EMPLOYEES REVIEW AUTHORITY: PROFESSIONAL STANDARDS LIEUTENANT CFA STANDARDS: N/A 111.01 Commendations Board 111.06 Display of Award Ribbons 111.02 Nomination Procedure 111.07 Department Awards Ceremony 111.03 Award Classifications 111.08 Outside Agency Awards 111.04 Non-Employee Awards 111.09 Maintenance of Records 111.05 Certificates of Recognition Policy: It is the policy of the Kissimmee Police Department to recognize agency employees, non - agency law enforcement personnel and citizens who demonstrate dedication, courage or superior initiative in the performance of their duties or while providing exceptiona l service to the agency and/or the community and honor the exemplary performance of Departmental employees and other deserving individuals. 111.01 Commendations Board: The employees of the Commendations Board shall be appointed by the Chief of Police or his designee. The Commendations Board shall consist of nine (9) members representing different sections of the Department. The chair shall be a Lieutenant; the co-chair shall be the Public Information Officer. There shall be one (1) Sergeant or Corporal, o ne (1) officer from the Patrol Division, one (1) officer from the Special Operations Division, one (1) Detective from the Criminal Investigations Division, two (2) employees from the Support Services Division, and one (1) Community Service Officer. With t he exception of the Chair and Co -Chair, the employees appointed to the Commendations Board, shall serve a term of two (2) years. The appointment of new members may be necessary to fill an open position and appointed by the Chief of Police or his designee. The board is responsible for processing nominations, scheduling meetings, maintaining records, and preparing for the Department Awards Ceremony. In the event the Lieutenant is not available, the co -chair shall serve as acting chair. A quorum of five (5) members must be present before business can be conducted. Each member shall have one (1) equal vote and a majority is required to pass a motion. The Commendations Board shall review all nominations for awards and take the appropriate action based on the mer its of the case. All Commendations board meeting shall be properly recorded. 111.02 Nomination Procedure: Any person can recommend an employee or non -employee for an award. Recommendations for awards shall be made via memorandum and forward through the KISSIMMEE POLICE DEPARTMENT GENERAL ORDER General Order 111 – Awards and Commendations Page 2 of 7 chain of command to the Commendations Board. The memorandum shall include a synopsis of the circumstances for which the nominee is being considered for recognition. If it is a non - employee include within the memorandum names, addresses and telephone numbers. Nominations for Employee of the Month can be reviewed a total of three (3) times before they are removed from the review process. Employees who are nominated for Employee of the Month, but not selected, shall receive a Certificate of Recognition. 111.03 Award Classifications: The Department award classifications are ranked as follows: a. Award of Valor – Presented to an employee for exceptional bravery and dedication to duty while in imminent risk of life or serious bodily injury. The award consists of a medal, plaque, citation and ribbon. b. Purple Heart – Presented to an employee who is seriously injured in the line of duty. The award consists of a medal, plaque, citation and ribbon. c. Life Saving Award – Presented to an employee who saves or prolongs the life of an individual. The award consists of a plaque, citation and ribbon. d. Meritorious Service Award – Presented to an employee for exceptional performance that clearly goes above and beyond the call of duty to include extraordinary acts of courage or actions that bring great credit upon the police department or recipient. The award consists of a plaque, citation and ribbon. e. Chief’s Award – Presented at the discretion of the Chief of Police for distinguished service. The award consists of a plaque, citation and ribbon. f. Top Achievers Award – Presented to an employee for consistently going above and beyond the call of duty, exhibiting excellence in multiple areas of assigned duties, maintaining a professional bearing, and demonstrating the qualities of a true leader on a regular basis. The awa rd consists of a plaque, citation, and ribbon. g. Distinguished Service Award – Presented to an employee for exceptional performance through consistent outstanding service to the community to include: 1. Employee of the Year – Presented to the most deserving of the previous Employee of the Month recipients. The award consists of a plaque, citation and ribbon. Additionally, the employee selected as the Employee of the Year shall receive one day off with pay. 2. Officer of the Year – Presented to an officer for di stinguished service throughout the year. All sworn officers are eligible for this award. The award consists of a plaque, citation and ribbon.
