The Kissimmee Police Department plays a critical role in the assessment and management of emergencies affecting this community. It is the policy of the Kissimmee Police Department to respond to any disaster or emergency in an effective manner designed to assure the safety of citizens and their property. This Order i s intended to provide guidance to the Department during emergency situations which are a result from disasters, civil disturbances, civil defense emergencies, and hazardous materials. This Order outlines the planning requirements associated with these even ts. It is the policy of the Kissimmee Police Department to protect the rights and the property of citizens and those visiting our City, including the right to demonstrate peacefully. When those circumstances turn violent, it is the responsibility and polic y of the Kissimmee Police Department to enforce all applicable ordinances and statutes. 110.01 General Response to Emergencies: The principle of graduated response shall be observed when responding to any emergency. The on -duty Patrol Division Watch Commander shall determine the appropriate level and type of response required. Division Captains shall confirm that the appropriate security level procedures have been implemented in accordance with the security level checklist contained in the Critical Incident Respon se Plan (CIRP) . 110.02 Critical Incident Response Plan (CIRP): The Critical Incident Response Plan (CIRP) is a comprehensive emergency response plan to respond to critical incidents . It shall be utilized when responding to critical incidents, natural or man -made disasters, civil disturbances, or unusual occurrences. The Deputy Chief of Operations shall publish the CIRP and sha ll be responsible for the overall planning and execution of the response. The Deputy Chief of Operations shall review the CIRP annually and shall distribute it through PowerDMS. KISSIMMEE POLICE DEPARTMENT GENERAL ORDER General Order 110 – Emergency Management Page 2 of 9 The Division Captains, as part of the annual inspections, shall confirm tha t all specialized equipment designated for use during critical incidents/unusual occurrences is inspected for operational readiness through annual inspections and documented in the prescribed manner. The Support Services Division Captain shall confirm the Communications Unit maintains a current resource directory of all agency executive and senior staff, sworn/certified members, and administrative support members to include local, state, and federal agencies who may be contacted in the event there is an ag ency response to a critical incident/unusual occurrence in conjunction with the City of Kissimmee Comprehensive Emergency Management Plan (CEMP) and the Kissimmee Police Department’s Emergency Mobilization Plan. The Department shall provide electronic sit uation maps to be uploaded into the CAD system, which shall be available for use in plotting operational commitments during a response to critical incidents/unusual occurrences. The maps shall be of a scale small enough to permit ease in plotting logistic al installations, high -priority protective areas, staffing commitment, command post , and similar items of interest. Whenever there is a reasonable expectation of a Department critical incid ent response to a natural or man -made disaster/critical incident, and it appears the emergency Red Cross shelters shall be open or an evacuation of city residents from any geographical area of the City may occur, employees shall be placed on stand -by statu s in accordance with the City of Kissimmee Emergency Management Planning ( CEMP ). The City of Kissimmee Fire Department shall be contacted to provide fire and emergency medical services sup port. The CIRP shall include, but not be limited to , the following : a. Incident Command System (ICS) structure; b. ICS protocols; c. Emergency Mobilization Plan (EMP) ; d. Operational orders; e. Forms, checklists, members, and equipment resources; f. Command post needs; g. External resources; h. Available communications; i. Security measures; KISSIMMEE POLICE DEPARTMENT GENERAL ORDER General Order 110 – Emergency Management Page 3 of 9 j. Intelligence matters; k. Media relations; and l. On-site operations. 110.03 Organizational Structure of CIRP: In accordance with the Critical Incident Response Plan (CIRP), the Chief of Police is the initial incident commander for any unusual occurrence or emergency situation that occurs withi n the City of Kissimmee.
