The Department has a responsibility to confirm its employees do not become involved with activities that would create a co nflict of interest, involve an employee in high -risk situations, violate FDLE standards, or that would adversely affect the employee’s on -duty employment. 109.01 Requirements: [CFA 2.11M – A] Employees who wish to participate in Special Details, Special Events, and Escorts shall notify the Special Detail Coordinator. Only those employees who have completed the Field Training Program shall be permitted to participate in Special Details, Special Events, or Escorts. Supervisors are responsible for confirming Special Details, Special Events, and Escorts do not interfere with the employee’s primary duties with the Department. For assignments to specific Special Detail employment requiring five (5) to seven (7) officers, one (1) sergeant shall be required. For assignments requiring groups of eight (8) to fifteen (15) officers, two (2) sergeants shall be required. For assignments requiring groups of sixteen (16) to twenty - five (25) officers, three (3) sergeants shall be required. For assignments requiring two (2) to five (5) sergeants, one (1) lieutenant shall be required. For assignments requiring two (2) or more lieutenants, or for events over 10,000 attendees, one (1) captain shall be required. Additional supervision may be assigned to a specific Special Detail upon evaluation and determination of supervisory requirements. KISSIMMEE POLICE DEPARTMENT GENERAL ORDER General Order 109 – Special Details / Special Events / Escorts Page 2 of 7 109.02 Special Detail: [CFA 2.11M – C] Businesses and individuals wishing to schedule a Special Detail shall contact the Special Detail Coordinator who is responsible for the posting, signup, and payroll entry for all Special Details. They sha ll also serve as a liaison between the employing business or individual, and the Department. The Chief of Police or their designee shall approve each new Special Detail. The Chief of Police or their designee may revoke or cancel a detail at any time based on the needs of the Department. The following are not eligible for Special Details: a. Bail Bond Agencies; b. Investigative work for attorneys, insurance companies, collection agencies, security agencies, process servers, repossession of vehicles or other property; c. Private security guards, or private store detectives other than uniformed law enforcement - related employment as defined in this General Order; d. Dispensing organization ; and e. Any other business/individual which adversely affects the performance of official duties or which creates violations of ordinances or state statutes or a conflic t of interest in violation of Section 112.313 , F.S. The Special Detail Coordinator shall confirm the requestor completes an Special Detail Employment Application which shall identify the location, hours worked, detail duties, number of officers required, and emergency contact information. Businesses an d individuals requesting a special detail shall be advised they are required to pay a minimum of four (4) hours, and some may be required to pay in advance. The rate of pay to the employee is set in the Collective Bargaining Agreements. For assignments to specific Special Detail employment requiring more than five (5) officers, the staffing requirements, as stated in section 109.01 will apply. Any exceptions must be approved by the City Special Events Coordinator, and the Special Operatio ns Division Lieutenant. 109.03 Detail Sign Up: The Special Detail Coordinator shall post available details monthly. The signup shall occur in the third week of each month. A Special Detail notice shall be sent to Department personnel at least three (3) days before the signup date. At the initial posting, all sworn employees up to, and including the rank of sergeant, are authorized to sign -up for two (2) special details. This allotment may be adjusted by the Special Detail Coordinator based on the numbe r of details available. The initial selection is based on seniority, so those with the longest tenure shall select first. Seniority shall be based on the employee collective bargaining agreement.
