Civilians and sworn personnel are eligible to be appointed to a higher position, rank, class, and transfers within the Department. Each element of the promotional process shall be job -related, nondiscriminatory, and in accordance with the City of Kissimmee Administrative Rules and Regulat ions. [CFA 11.01] Transfers within the Department shall consist of a standardized process for posted vacancies and employee selection. After the boards are finalized, the Board Administrator will author a memorandum with their recommendation to the Deputy Chief. 108.01 Applications for Promotions: [CFA 11.01 , 11.02 – A] Once a promotional process has been announced by Notice and distributed by email. Employees interested in seeking promotion shall complete a memorandum stating their intent to apply for the promotion. The Special Notice shall contain the description of the position and eligibility requirements. The application period shall be specified in the promotional process announcement and shall be a minimum of two (2) weeks in duration. 108.02 Participant Eligibility: [CFA 11.01] A promotional candidate must be in g ood standing with the Department at the time of the announcement. 108.03 Promotional Requirements for Candidates: [CFA 11.01] Corporal : A candidate must first meet the requirements of Florida Statute 943, which pertains to the Florida Criminal Justice Standards and Training Commission. The candidate must have KISSIMMEE POLICE DEPARTMENT GENERAL ORDER General Order 108 – Promotions & Transfers Page 2 of 6 completed two (2) years of service from the date of hire on or prior to the date the first component of the promotion process commences. Sergeant : A candidate must first meet the requirements of Florida Statute 943, which pertains to the Florida Criminal Justice Standards and Training Commission. The candidate must have completed one (1) year of service as a Kissimmee Police Corporal on or prior to the date the first component of the promotion process commences. Lieutenant : A candidate must first meet the requirements of Florida Statute 943, which pertains to the Florida Criminal Just ice Standards and Training Commission. The candidate must also possess an Associate’s Degree or sixty (60) college credit hours from an accredited college or university. The Chief of Police appoints candidates to this position. Captain : A candidate must first meet the requirements of Florida Statute 943 and possess a Bachelor’s Degree from an accredited college or university. The Chief of Police appoints candidates to this position. Deputy Chief : A candidate must first meet the requirements of Florida S tatute 943 and possess a Bachelor’s Degree from an accredited college or university. The Chief of Police appoints candidates to this position. Communications Supervisor : A candidate must have two (2) years of service as a Tele - communicator. Communication s Lead : A candidate must have one (1) year of service as a Telecommunicator. Records Lead : A candidate must have one (1) year of service as a Records Clerk II. Civilian Supervisor : All other civilian supervisory, manager and director positions shall be selected in accordance with the City of Kissimmee Administrative Rules and Regulations. 108.04 Testing Procedures: [CFA 11.01] The testing procedure may consist of a written examination, assessment center, and interviews by the Chief or designee or any combination thereof. The testing procedure shall be applicable only to the rank of Corporal and Sergeant. 108.05 Written Examination: [CFA 11.01 , 11.02 – A] At least forty -five (45) days before the written examination, the Chief of Police or designee shall make notification of the type, date, time, and location of the examination process. The notification shall include eligibility requirements, study and reference material, and a description of the selection process. The examination shall be prepared by an outside contractor specializing in criminal justice promotional examinations. Qualified agency member(s) assigned by the Chief of Police and/or the City of Kissimmee Human Resources and Risk Management Department shall be included in the process. The latter shall develop and administer the examination, ensuring the integrity of such is not compromised. KISSIM
