Policy: Information providing members of the organization with policies, procedures, rules, and
regulations which are readily accessible and in a written format that promotes immediate
understanding of duties and responsibilities of each member. The format should be standardized
and indexed to provide easy reference. The Kissimmee Police Department provides a directive
system that has been developed with input from subject matter experts and has been subjected to
staff review and approval. This system shall be subj ect to regular review and revision to laws,
technology, revised professional standards, and best practices.
104.01 Issuing Authority: Authority for issuing Directives is vested in the Chie f of Police. [CFA
3.01M – E]
104.02 Review and Updating Directives: [CFA 3.01M – C] Directives shall be reviewed annually
by the identified Review Authority in the designated month for the following [CFA 3.01M – D]:
a. Changes in law and legal guidelines;
b. Changes/updates in accreditation standards;
c. Changes in Department operations;
d. New or revised programs;
e. Discontinuance of existing programs; and
f. Suggestions and feedback from Department members and outside agencies.

Proposals for the adoption of new directive (s) or the revision of existing directive (s) are
encouraged and may be initiated by any employee or from the community. Drafts, along with a
Change Request Form and a Supervisory Endorsement form , shall be sent via chain of command
to the Chief of Police for final review and approval .
a. For new directives, the submitting individual shall contact the Accreditation Manager to
obtain a document number which the individual will list on the ir Change Request Form.
b. Policy revisions will indicate items removed by way of “strikeout” and “red highlight” text
formatting and items added by “ yellow highlight” text formatting. For example, and items
added appear like this.
1. The submitting individual only needs to attach pages of the directive which contain
applicable changes / revisions. Unless the individual deem s it necessary, the entire
directive does not have to be printed out and attached to the Change Request Form .
Once Senior Staff has reviewed the directive , made comments (if applicable) and noted their
approval status , the directive shall be presented to the Chief of Police for final review,
consideration and approval. If at any time during the adoption / change review process the directive
is denied, all applicable paperwork shall be forwarded back to the submitting individual with an
explanation for the denial.
New and revised directives approved by Chief of Police shall be forwarded to the Accreditation
Manager for handling and dissemination. Prior to dissemination, the Accreditation Manager shall:
a. Update and f ormat the directive accordingly;
b. Confirm the directive meets with applicable Commission for Florida Law Enforcement
Accreditation (CFA) standards;
c. Notate ap plicable CFA standards within the directive;
d. Update the effective / revision date (whichever is applicable);
e. Upload the directive to PowerDMS; and
f. Inform relevant agency members (scope) via email of new / revised directives.
The Accreditation Manager may edit and make minor changes to directives, when necessary and
without Chief of Police approval, which do not affect the substance of a directive (i.e. grammar,
format, etc. ).
104.03 General Order: A directive that affects more than one organizational component.

Page 3 of 7 Format: General Orders (GO) shall be consistent with the following format (as demonstrated in
this order) [CFA 3.01M – A]:
a. Header : Kissimmee Police Department, General Order , 0.5” from edge;
b. Title : Title of the General Order and the assigned General Order number;
1. Within PowerDMS , the General Order number format shall be indicated with GO
in front of the number (i.e. GO 102 – Authority ). [CFA 3.01M – B]
c. Effective Date: Indicates the date the General Order went into effect;
d. Revised Date: Indicates the last date any General Order revision (s) went into effect;
e. Review Authority : Indicates the component responsible for review ing of the GO;
