It is the policy of this organization to adhere to a defined chain of command and maintain a span of control at each level of authority. Organi zational charts are distributed through PowerDMS and are posted in prominent locations at the Police Department. These shall be reviewed and updated as necessary. 103.01 Organizational Structure: The Kissimmee Police Department is separated into the Office of the Chief, two Bureaus, four Divisions, a Professional Standards Section and Internal Affairs Unit. The Support Services Division, Professional Standards Section and Internal Affairs Unit are within the Administrative Services Bureau. The Patrol Division, Special Operations Division, and Criminal Investigations Division are within the Operations Bureau. 103.02 Office of the Chief of Police: The Office of the Chief of Police is responsible fo r all operations of the Department. This includes , but is not limited to , personnel, budget, policy development, and the internal affairs function. The Assistant Chief of Police reports directly to the Chief of Police. The Deputy Chiefs report directly to the Assistant Chief of Police and are responsible for the overall operation of the Department including , but not limited to , all specialized teams. The Operations Bureau and Administrative Services Bureau are each commanded by a Deputy Chief of Police. 103.03 Support Services Division: The Support Services Division is commanded by a Captain. This Division is responsible for the Communications Unit, Records Unit, Fiscal Services Unit, Quartermaster, Chaplains, and the maintenance and security of the Department’s facilities. The Professional Standards Section and Internal Affairs Unit fiscally fall under this division; however, they direct repor t to the Deputy Chief of the Administrative Services Bureau. The Professional Standards Section is managed by a Lieutenant and is responsible for the Training/Recruiting Unit, Accreditation, and Fleet Management. 103.04 Patrol Division: The Patrol Division is commanded by a Captain. The Patrol Division Captain reports directly to the Deputy Chief of the Operations Bureau. This Division is responsible for uniform patrol functions, including Community Service Officers assigned to patrol, Pa rk Rangers, and Canine. 103.05 Special Operations Division: The Special Operations Division is commanded by a Captain. The Special Operations Division Captain reports directly to the Deputy Chief of the Operations Bureau. This Division is responsible for the Community Engagement Unit, School Resource Officer Unit, Traffic Enforcement Unit, Red Light Camera Specialist, and Parking Enforcement. 103.06 Criminal Investigations Division: The Criminal Investigations Division is commanded by a Captain. The Cri minal Investigations Division Captain reports directly to the Deputy Chief of the Operations Bureau. This Division is responsible for the Property Crimes Unit, Major Crimes Unit, Intelligence Unit, Forensic Unit, TAC Unit, Saint Cloud Internal Revenue Serv ice (SCIRS) Task Force, Victim Advocate, Florida Department of Law Enforcement (FDLE) Cyber Crimes Task Force, Drug Enforcement Administration (DEA) Task Force, Osceola County Narcotics Investigative Bureau (ONIB) Task Force, Metropolitan Bureau of Invest igations (MBI) Task Force and the Federal Bureau of Investigation (FBI) Joint Terrorism Task Force. 103.07 Accountability: Each member of the Kissimmee Police Department is accountable to one (1) supervisor at any given time. When circumstances dictate em ployees from two divisions work together on a common task, the employees shall report to the supervisor charged with the responsibility as their direct supervisor. 103.08 Chain of Command: During daily Department operations, each employee is assigned to one (1) supervisor per shift or work period . [CFA 1.02M] Levels of authority are determined by the rank and assignment. Authority is directly related to responsibility and accountability. Employees are expected to adhere to the chain of command in the best interest of efficient operation. 103.09 Span of Control: Refers to the number of employees a supervisor can effectively manage. This ration of employees to an individual supervisor directl y affects the supervisor’s ability to properly control and direct subordinates.
