Persons with dual citizenship of the United States and a foreign country are not foreign nationals for purposes of this policy.  Detention means detained by a law enforcement officer for over two hours.  Consular Officer is a citizen of a foreign country employed by a foreign government and authorized to provide assistance on behalf of that government to that government’s citizens in a foreign county.
