KERN COUNTY SHERIFF'S OFFICE Detentions Bureau Policies and Procedures TITLE: CUFF TETHERS C-0425 EFFECTIVE: REVIEWED: REVISED: UPDATED: April 7, 2025 APPROVED BY Detentions Bureau Chief Deputy Cindy Cisneros REFERENCE: POLICY The Detentions Bureau maintains and utilizes Cuff Tethers in order to provide deputies with a way to safely secure an incarcerated person (in handcuffs) to a cell door prior to applying or removing the handcuffs. The purpose of this policy is to set the standards of use and procedures for operation of the Cuff Tether. DIRECTIVE #1 The Cuff Tethers are only to be used to secure incarcerated people to a door for the purposes of safely applying and removing handcuffs. Under no circumstances will the Cuff Tether be used to escort incarcerated people or for any other purpose outside of this policy DIRECTIVE #2 No employee shall use the Cuff Tether without receiving the approved training course.
